FAA Order 8130.34D, ''Airworthiness Certification of Unmanned Aircraft Systems'', establishes procedures for issuing either special airworthiness certificates in the experimental category or special flight permits to unmanned aircraft systems (UAS), optionally piloted aircraft (OPA), and aircraft intended to be flown as either a UAS or an OPA. ''Airworthiness Certification of Unmanned Aircraft Systems'', establishes procedures for issuing this certification, and as such establishes guidance standards for certification aspects of development and operation, which may be addressed by adoption of such standards as ARP4754A, and DO-178C. A type certificate signifies the airworthiness of a particular category of aircraft, according to its manufacturing design (''type design''). It confirms that the aircraft of a new type intended for serial production, is in compliance with applicable airworthiness requirements established by the national air law. A standard certificate of airworthiness is a permit for commercial passenger or cargo operation, issued for an aircraft by the civil aviation authority in the state/nation in which the aircraft is registered. For other aircraft such as crop-sprayers, a Special Airworthiness Certificate (not for commercial passenger or cargo operations) must be issued. An optionally piloted vehicle (OPV) is a hybrid between a conventional piloted aircraft and an unmanned aerial vehicle (UAV). Able to fly with or without a human crew on board the aircraft, OPVs are a low-cost alternative to UAVs in research, experimentation, and concept exploration, but may also become used in mainstream operations as familiarity with them increases. Unimpeded by a human's physiological limitations, an OPV is able to operate under more adverse conditions and/or for greater endurance times. Retaining on-board controls, the OPV can operate as a conventional aircraft during missions for which direct human control is preferred or desired as an immediate option. ARP4754, Aerospace Recommended Practice (ARP) ARP4754A (''Guidelines For Development Of Civil Aircraft and Systems''), is a guideline from SAE International, dealing with the development processes which support certification of Aircraft systems, addressing "the complete aircraft development cycle, from systems requirements through systems verification." DO-178C, Software Considerations in Airborne Systems and Equipment Certification is the primary document by which the certification authorities such as FAA, EASA and Transport Canada approve all commercial software-based aerospace systems. The document is published by RTCA, Incorporated, in a joint effort with EUROCAE, and replaces DO-178B.
