Executive Order 14173, titled "Ending Illegal Discrimination and Restoring Merit-Based Opportunity", is an executive order signed by Donald Trump, the 47th President of the United States, on January 21, 2025. The order revoked Executive Order 11246, as amended by Executive Orders 11375, 12086, 13279, 13280, 13496, 13665, and 13672, which had required federal contractors and subcontractors with contracts exceeding $10,000 to refrain from discrimination in hiring, promotion, compensation, and other employment practices on the basis of race, color, religion, sex, sexual orientation, gender identity, or national origin.These obligations are shifted from a primarily administrative and contractual enforcement framework to a statutory one, and later to a framework that includes both statutory and contractual enforcement. Executive Order 11375, signed by President Lyndon B. Johnson on October 13, 1967, banned discrimination on the basis of sex in hiring and employment in both the United States federal workforce and on the part of government contractors. Background During the legislative effort to enact the Civil Rights Act of 1964, "sex" was not among the categories the bill initially covered. In the House of Representatives, Southern opponents of the legislation, led by Reprensentative Howard Smith of Virginia, proposed adding "sex" to the original list (race, color, religion, or national origin). Smith had supported women's rights for decades, but others thought that the amendment would make the bill unacceptable its more moderate supporters and then lead to its defeat.
