Ernest Allen Tolin
Ernest Allen Tolin (August 2, 1904 – June 11, 1961) was a United States district judge of the United States District Court for the Southern District of California. Education and career Born in Pomona, California, Tolin received a Bachelor of Laws from Southwestern University School of Law (now Southwestern Law School) in 1930. He was in private practice in Los Angeles, California from 1933 to 1941. He was a Special Attorney of the Antitrust Division of the United States Department of Justice in Los Angeles from 1942 to 1943. He was an Assistant United States Attorney of the Southern District of California from 1943 to 1946, serving as Chief Assistant United States Attorney from 1946 to 1949. He was the United States Attorney for the Southern District of California from 1949 to 1951. He was the lead prosecutor in '' United States v. Ingalls''. The points of the compass are a set of horizontal, radially arrayed compass directions (or azimuths) used in navigation and cartography. A compass rose is primarily composed of four cardinal directions—north, east, south, and west—each separated by 90 degrees, and secondarily divided by four ordinal (intercardinal) directions—northeast, southeast, southwest, and northwest—each located halfway between two cardinal directions. Some disciplines such as meteorology and navigation further divide the compass with additional azimuths. Within European tradition, a fully defined compass has 32 'points' (and any finer subdivisions are described in fractions of points). Compass points are valuable in that they allow a user to refer to a specific azimuth in a colloquial fashion, without having to compute or remember degrees. The United States Senate is the upper chamber of the United States Congress, with the House of Representatives being the lower chamber. Together they compose the national bicameral legislature of the United States. The composition and powers of the Senate are established by Article One of the United States Constitution. Recess Appointment
In the United States, a recess appointment is an appointment by the president of a federal official when the U.S. Senate is in recess. Under the U.S. Constitution's Appointments Clause, the President is empowered to nominate, and with the advice and consent (confirmation) of the Senate, make appointments to high-level policy-making positions in federal departments, agencies, boards, and commissions, as well as to the federal judiciary. A recess appointment under Article II, Section 2, Clause 3 of the Constitution is an alternative method of appointing officials that allows the temporary filling of offices during periods when the Senate is not in session.
