Elmer R. Tapper
Elmer Robert Tapper Sr. (June 19, 1929 – September 17, 2011), usually known as E. T. Tapper, was an Lawyer, attorney and a Democratic Party (United States), Democratic member of the Louisiana State Legislature, Louisiana House of Representatives from his native St. Bernard Parish, Louisiana, St. Bernard Parish, Louisiana. Tapper was first elected to the House in 1960, with the incoming Jimmie Davis administration. He was unseated in 1964 by fellow Democrat Sammy Nunez. However, he returned to the House in a special election in 1969. In his second stint from 1969 to 1972, Tapper served from a combined St. Bernard and Plaquemines Parish, Louisiana, Plaquemines district. From 1972 to 1976, he again represented only St. Bernard Parish. Louisiana State Legislature
The Louisiana State Legislature (french: Législature d'État de Louisiane) is the state legislature of the U.S. state of Louisiana. It is a bicameral body, comprising the lower house, the Louisiana House of Representatives with 105 representatives, and the upper house, the Louisiana State Senate with 39 senators. A census-designated place (CDP) is a concentration of population defined by the United States Census Bureau for statistical purposes only. CDPs have been used in each decennial census since 1980 as the counterparts of incorporated places, such as self-governing cities, towns, and villages, for the purposes of gathering and correlating statistical data. CDPs are populated areas that generally include one officially designated but currently unincorporated community, for which the CDP is named, plus surrounding inhabited countryside of varying dimensions and, occasionally, other, smaller unincorporated communities as well. The Louisiana House of Representatives (french: link=no, Chambre des Représentants de Louisiane) is the lower house in the Louisiana State Legislature, the state legislature of the U.S. state of Louisiana. This chamber is composed of 105 representatives, each of whom represents approximately 42,500 people (2000 figures). Members serve four-year terms with a term limit of three terms (twelve years). The House is one of the five state legislative lower houses that has a four-year term, as opposed to the near-universal two-year term. The House convenes at the State Capitol in Baton Rouge.
