El Paso Intelligence Center
The El Paso Intelligence Center (EPIC) was established in 1974 in response to a study by the Justice Management Division of the U.S. Department of Justice entitled, "A Secure Border." History Recommendation number 7 of this study suggested the establishment of a southwest border intelligence center to be led by the Drug Enforcement Administration (DEA) and staffed by representatives of that agency, as well as the U.S. Customs Service. The initial focus of the Center was to assist in the identification of drug traffickers and alien traffickers along the U.S.-Mexico border. The current EPIC facility was dedicated on 22 February 1989 in memory of DEA Special Agent Enrique Camarena-Salazar who was slain in the line of duty while conducting an undercover operation in Mexico. Enrique Camarena Salazar
Enrique "Kiki" Camarena Salazar (July 26, 1947 – February 9, 1985) was a Mexican-American agent of the Drug Enforcement Administration (DEA). In February 1985, Camarena was kidnapped by police officers hired by the Guadalajara Cartel. After being brutally tortured for information, Camarena was eventually killed. The U.S. investigation into Camarena's murder led to ten trials in Los Angeles for Mexican nationals involved in the crime. The case continues to trouble U.S.–Mexican relations, most recently when Rafael Caro Quintero, one of the three convicted traffickers, was released from a Mexican prison in 2013. Biggs Army Airfield (formerly Biggs Air Force Base) is a United States Army military airbase located on the Fort Bliss military base in El Paso, Texas.
