Edoardo Angelo Martino (20 April 1910 – 5 December 1999) was an Italian Christian Democrats politician. He was a member of the Italian Chamber of Deputies from 1948 to 1963. He served as a European Commissioner from 1967 to 1970, as Commissioner for External Relations in the Rey Commission The Rey Commission is the European Commission that held office from 2 July 1967 to 30 June 1970. Christian Democracy ( it, Democrazia Cristiana, DC) was a Christian democratic political party in Italy. The DC was founded on 15 December 1943 in the Italian Social Republic (Nazi-occupied Italy) as the ideal successor of the Italian People's Party, which had the same symbol, a crusader shield (''scudo crociato''). As a Catholic-inspired, centrist, catch-all party comprising both centre-right and centre-left political factions, the DC played a dominant role in the politics of Italy for fifty years, and had been part of the government from soon after its inception until its final demise on 16 January 1994 amid the '' Tangentopoli'' scandals. The Chamber of Deputies ( it, Camera dei deputati) is the lower house of the bicameral Italian Parliament (the other being the Senate of the Republic). The two houses together form a perfect bicameral system, meaning they perform identical functions, but do so separately. The Chamber of Deputies has 400 seats, of which 392 will be elected from Italian constituencies, and 8 from Italian citizens living abroad. European Commissioner
A European Commissioner is a member of the 27-member European Commission. Each member within the Commission holds a specific portfolio. The commission is led by the President of the European Commission. In simple terms they are the equivalent of government ministers. Appointment Commissioners are nominated by member states in consultation with the commission president, who then selects a team of commissioners. This team of nominees are then subject to hearings at the European Parliament, which questions them and then votes on their suitability as a whole. If members of the team are found to be inappropriate, the president must then reshuffle the team or request a new candidate from the member state or risk the whole commission being voted down. As parliament cannot vote against individual commissioners there is usually a compromise whereby the worst candidates are removed but minor objections are put aside, or dealt with by adjusting portfolios, so the commission can take off ... European Commissioner For External Relations
The European Commissioner for External Relations was a member of the European Commission with responsibility over the Commissions external representation in the world and the European Union's (EU) Neighbourhood Policy (ENP). The responsibility was shared though between other Commission posts (see below) and the High Representative. The first Commissioner to hold the post was Jean Rey in 1958, who later became Commission President. The last Commissioner was Benita Ferrero-Waldner who served from 2004 to 2009 in the first Barroso Commission. As a result of the Treaty of Lisbon, on 1 December 2009, merged the positions of Commissioner and High Representative into a composite entity called the High Representative of the Union for Foreign Affairs and Security Policy. The Rey Commission is the European Commission that held office from 2 July 1967 to 30 June 1970. Its president was Jean Rey. Work It was the first commission of the merged European Communities. It was the successor to the Hallstein Commission and was succeeded by the Malfatti Commission.
