Eber Phelps
Eber Phelps (October 17, 1951) was a former member of the Kansas House of Representatives who represented the 111th district from 1997 to 2013 and from 2017 to 2019. Elections Phelps began serving in 1997, was defeated in 2012 by Sue Boldra, and regained his old seat from her in the 2016 election. He served as the Minority Whip in his most recent term, 2017–2018. He was defeated for reelection in 2018, by Republican Barb Wasinger, in an extremely close race. Wassinger originally was found to have won by 32 votes. A recount and certification, protested by the local sheriff, who was on the three-person elections board, found her margin increased to 35 votes. Phelps works in sales and marketing for the Glassman Corporation. Prior to his election to the House, Phelps served as mayor of Hays, Kansas and was also on the Hays City Commission. Barbara Wasinger is an American politician who was elected to the Kansas House of Representatives in 2018 as a Republican. Prior to serving in the Kansas Legislature, she served as an Ellis County Commissioner, the first woman elected to the county commission. Hays is a city in and the county seat of Ellis County, Kansas, United States. The largest city in northwestern Kansas, it is the economic and cultural center of the region. As of the 2020 census, the population of the city was 21,116. It is also a college town, home to Fort Hays State University. History Prior to American settlement of the area, the site of Hays was located near where the territories of the Arapaho, Kiowa, and Pawnee met. Fort Hays State University (FHSU) is a public university in Hays, Kansas. It is the fourth-largest of the six state universities governed by the Kansas Board of Regents, with a total enrollment of approximately 15,100 students. History FHSU was founded in 1902 as the Western Branch of Kansas State Normal School, which is now known as Emporia State University. The institution was originally located on the grounds of Fort Hays, a frontier military outpost that was closed in 1889. The university served the early settlers' needs for educational facilities in the new region. The first building closer to Hays was completed in 1904, at which time the university moved to its present location. The modern campus is still located on a portion of the former military reservation from the fort. The ''Hays Daily News'' is a newspaper that serves western Kansas. The ''Daily News'' is published every day except Saturday. In 2011, the paper reported a circulation of 9,644 subscribers.
