Vincent Franco "Duke" Domingo Frasco (born October 27, 1980) is a congressman for Cebu's 5th congressional district. Early life and education Frasco was born in Liloan, Cebu to Former Liloan Mayor Panphil “Dodong Daku” B. Frasco. He went to college in the Loyola Marymount University in Los Angeles, Los Angeles, California, from there, he got a degree in accounting. He also got special training in Harvard Kennedy School, John F. Kennedy School of Government in Harvard University.
