Discharge (band)
Discharge are an English hardcore punk band formed in 1977 in Stoke-on-Trent, England. The band is known for influencing several sub-genres of extreme music and their songs have been covered by some of the biggest names in heavy metal and other genres. The musical sub-genre of D-beat is named after Discharge and the band's distinctive drumbeat. The band is characterized by a minimalistic approach to music and lyrics, using a heavy, distorted and grinding guitar-driven sound and raw, shouted vocals similar to a political speech, with lyrics on anarchist and pacifist themes, over intense drone-like rhythms. A military discharge is given when a member of the armed forces is released from their obligation to serve. Each country's military has different types of discharge. They are generally based on whether the persons completed their training and then fully and satisfactorily completed their term of service. Other types of discharge are based on factors such as the quality of their service, whether their service had to be ended prematurely due to humanitarian or medical reasons, whether they had been found to have drug or alcohol dependency issues and whether they were complying with treatment and counseling, and whether they had demerits or punishments for infractions or were convicted of any crimes. In United States parliamentary procedure, a discharge petition is a means of bringing a bill out of committee and to the floor for consideration without a report from the committee by "discharging" the committee from further consideration of a bill or resolution. Discharge petitions are most often associated with the U.S. House of Representatives, though many state legislatures in the United States have similar procedures. There, discharge petitions are used when the chair of a committee refuses to place a bill or resolution on the Committee's agenda: by never reporting a bill, the matter will never leave the committee, and the full House will not be able to consider it.
