A means test is a determination of whether an individual or family is eligible for government benefits, assistance or welfare, based upon whether the individual or family possesses the means to do with less or none of that help. Means testing is in opposition to universal coverage, which extends benefits to everyone. Attendance Allowance is a non-contributory Social Security benefit paid to elderly disabled people in the United Kingdom. It was introduced in the National Insurance (Old Persons' and Widows' Pension and Attendance Allowance) Act 1970. The benefit is intended to provide support for those who live independently but might otherwise need to go into residential care. It is paid by the Department for Work and Pensions. Personal Independence Payment
Personal Independence Payment (abbreviated to PIP and usually pronounced as one word) is a welfare benefit in the United Kingdom that is intended to help working-aged people 16 and over with the extra costs of living with a health condition or a disability. It is available in England, Wales and Northern Ireland but not in Scotland where Adult Disability Payment (ADP) is claimed instead. It is non- means tested, non-contributory and tax-free; it is not linked to a person's ability to work and it is available equally to people in or out of work. Severe mental impairment is a term used in the law of the United Kingdom to define intellectual disability for various purposes. The Mental Health Act 1983 used the term for the purpose of authorizing detention in hospital or guardianship. The Council Tax legislation established by the Local Government Finance Act 1992 provided that people, who were severely mentally impaired, were disregarded for the purposes of the tax. Motability is a scheme in the United Kingdom intended to enable disabled people, their families and their carers to lease a new car, scooter or powered wheelchair. It is open to recipients of certain disability benefit, who exchange their weekly payments for a leased vehicle through the scheme. Insurance, vehicle excise duty and breakdown cover are all included, and customers of the scheme are eligible for a new car every three years. Severe Disablement Allowance
Severe Disablement Allowance (SDA) was a United Kingdom state benefit intended for those below the state pension age who cannot work because of illness or disability. It was replaced by Incapacity Benefit in April 2001, which itself was replaced by Employment and Support Allowance. However, although it is no longer possible to make a claim for SDA, individuals who are already receiving the benefit have continued to do so. The benefit is administered by Jobcentre Plus (an executive agency of the Department for Work and Pensions). Invalidity Benefit was a benefit from the United Kingdom's National Insurance scheme that was introduced in 1971 by Edward Heath's government. It was paid to people who had been invalided out of their trade or occupation after sustaining an injury or developing a long-term illness. It was replaced by Incapacity Benefit in 1995.
