Dalian Naval Academy () is one of the higher education institutes of the Chinese People's Liberation Army Navy and is located in Dalian, Liaoning. It was established in 1949 as the first naval academy of the Chinese People's Liberation Army and was changed to the current name in 1986. Its address is 667, Jiefang Road, Zhongshan District, Dalian, Zhongshan District, Dalian, and is just north of Laohutan (), a popular resort place that houses the Dalian Laohutan Ocean Park. Dalian () is a major sub-provincial port city in Liaoning province, People's Republic of China, and is Liaoning's second largest city (after the provincial capital Shenyang) and the third-most populous city of Northeast China. Liaoning
Liaoning () is a coastal province in Northeast China that is the smallest, southernmost, and most populous province in the region. With its capital at Shenyang, it is located on the northern shore of the Yellow Sea, and is the northernmost coastal province of the People's Republic of China. The People's Liberation Army Navy (PLAN; ), also known as the People's Navy, Chinese Navy, or PLA Navy, is the maritime service branch of the People's Liberation Army. The PLAN traces its lineage to naval units fighting during the Chinese Civil War and was established on 23 April 1949. Throughout the 1950s and early 1960s, the Soviet Union provided assistance to the PLAN in the form of naval advisers and export of equipment and technology. Until the late 1980s, the PLAN was largely a riverine and littoral force (brown-water navy). In the 1990s, following the fall of the Soviet Union and a shift towards a more forward-oriented foreign and security policy, the leaders of the Chinese military were freed from worrying overland border disputes. Zhang Zhannan
Zhang Zhannan (; born 1948) is a retired vice-admiral (''zhong jiang'') of the People's Liberation Army Navy (PLAN) of China. He served as Deputy Commander of the PLAN, Commander of the North Sea Fleet, and President of Dalian Naval Academy. Biography Zhang Zhannan was born in 1948 in Huarong County, Hunan Province, and enlisted in the PLAN in 1968. He studied at Dalian Naval Academy, PLA Naval Command Academy, and PLA National Defence University. Zhang served as chief of staff of the Zhoushan Naval Base from 1994 to 1996, and deputy commander from 1996 to 1997. Wu Shengli
Wu Shengli (; born August 1945) is a retired Chinese admiral who served as commander of the People's Liberation Army Navy (PLAN) from 2006 to 2017. Prior to that, he served as PLA's deputy chief of staff, commander of the South Sea Fleet and commandant principal of Dalian Naval Academy. Wu presided over the PLAN during a time of expanding Chinese maritime interests and increased regional tensions. The PLAN grew under his tenure from a coastal defense force to an emerging expeditionary force.
