Flagship (broadcasting)
In broadcasting, a flagship (also known as a flagship station or key station) is the broadcast station which originates a television network, or a particular radio or television program that plays a key role in the branding of and consumer loyalty to a network or station. This includes both direct network feeds and broadcast syndication, but generally not backhauls. In common parlance, "flagship" is now used to mean the most important or leading member of a group, hence its various uses in broadcasting. The term ''flagship station'' is primarily used in TV and radio in the United States, Canada, and the Philippines (though it is seldomly used), while the term is primarily used in TV in Japan (and formerly in the United States). In essence, it is a sort of lease or time-buy. Under Federal Communications Commission (FCC) regulations, a local marketing agreement must give the company operating the station (the "senior" partner) under the agreement control over the entire facilities of the station, including the finances, personnel and programming of the station. Its original licensee (the "junior" partner) still remains legally responsible for the station and its operations, such as compliance with relevant regulations regarding content. Occasionally, a "local marketing agreement" may refer to the sharing or contracting of only certain functions, in particular advertising sales. This may also be referred to as a time brokerage agreement (TBA), local sales agreement (LSA), manage ...
