USS ''Roosevelt'' (DDG-80) is an '' Arleigh Burke-class'' ( Flight IIA) Aegis guided missile destroyer in service with the United States Navy. She is named in honor of both President Franklin D. Roosevelt and his wife, the then-First Lady Eleanor Roosevelt. USS ''Roosevelt'' was the 13th ship of this class to be built at Ingalls Shipbuilding in Pascagoula, Mississippi, and construction began on 15 December 1997. She was launched on 10 January 1999 and was christened on 23 January 1999. On 14 October 2000 the commissioning ceremony was held at Naval Station Mayport, Florida. Namesake On 22 October 1996, the Secretary of the Navy, John H. Dalton, announced that the 30th ship of the ''Arleigh Burke'' class, would be named ''Roosevelt''. Naval Station Rota, also known as NAVSTA Rota (), is a Spanish naval base, that is jointly used by the Spanish Navy and the United States Navy. The NATO standard designation for these vessels is DDG, while destroyers which have a primary gun armament or a small number of anti-aircraft missiles sufficient only for point-defense are designated DD. Nations vary in their use of destroyer D designation in their hull pennant numbering, either prefixing or dropping it altogether. Guided-missile destroyers are equipped with large missile magazines, with modern examples typically having vertical-launch cells. The Mark 54 lightweight torpedo (formerly known as lightweight hybrid torpedo, or LHT) is a standard anti-submarine warfare (ASW) torpedo used by the United States Navy and several other nations armed forces. Development The Mark 54 was co-developed by Raytheon Integrated Defense Systems and the U.S. Navy under the U.S. Navy's Lightweight Hybrid Torpedo program in response to perceived problems with the extant Mark 50 and Mark 46 torpedoes. The Mk 50, having been developed to counter very high performance nuclear submarines such as the Soviet Alfa class, was seen as too expensive to use against relatively slow conventional submarines.
