Cynthia Ligeard
Cynthia Ligeard ( Parage; born 15 June 1962) is a New Caledonian anti-independence politician. She was the second woman to serve as President of the Government of New Caledonia, a position she held from 5 June 2014 until 1 April 2015. (Marie-Noëlle Thémereau was the first female President of New Caledonia from 2004 to 2007). Biography Ligeard was born Cynthia Parage in Nouméa, New Caledonia, on 15 June 1962. She is a caldoche, or New Caledonian of French descent. The 2014 New Caledonian legislative election were held on 11 May 2014. Cynthia Ligeard was elected President of the Government of New Caledonia by Congress on 5 June 2014. She headed a coalition of anti-independence New Caledonian political parties in Congress. However, Ligeard's government lasted just six months before its collapse in December 2014 due to a dispute between the anti-independence coalition parties over finances and fiscal issues. The Congress of New Caledonia (french: Congrès de la Nouvelle-Calédonie), a "territorial congress" (''congrès territorial'' or ''congrès du territoire''), is the legislature of New Caledonia. It has 54 members who serve five-year terms, selected proportionally based on the partisan makeup of all three assemblies of the provinces of New Caledonia with a 5% threshold. The congress is headquartered at 1 Boulevard Vauban in downtown Noumea. Local media in New Caledonia refer to the congress as "boulevard Vauban" when referencing it. Caledonia Together (french: Calédonie ensemble) is a political party in New Caledonia. The party was established on 14 October 2008 as a split from Future Together led by Philippe Gomès. The party is centrist and opposed to independence. Future Together, a centrist party founded in 2004, split in 2008. The split started in the 2007 legislative election, when Gomès ran in New Caledonia's 1st constituency although Didier Leroux was supposed to run. Though both ran, and both polled 14%, respectively third and fourth, leaving the RPCR candidate Gaël Yanno against the candidate of the nationalist Kanak and Socialist National Liberation Front (FLINKS), which Yanno easily defeated.
