Craig Ondarchie
Craig Philip Ondarchie (born 28 June 1962) is a former Australian politician. He was a member of the Victorian Legislative Council between 2010 and 2022, representing the Northern Metropolitan Region. He attended Kingswood College in Box Hill and has been a member of the Liberal Party since 1997. Ondarchie worked for over a decade in business development, two years as executive director of the Royal Women's Hospital, and eight years as managing partner of the Melbourne corporate governance organisation, RADNO. He was elected to the Northern Metropolitan Region at the 2010 Victorian Election, and currently sits on parliamentary committees overseeing environment and planning legislation, public accounts and estimates, and environment and planning references. On 25 April 2013, Ondarchie was appointed as Parliamentary Secretary to the Premier of Victoria. Victorian Legislative Council
The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council. The Council presently comprises 40 members serving four-year terms from eight electoral regions each with five members. With each region electing 5 members using the single transferable vote, the quota in each region for election, after distribution of preferences, is 16.7% (one-sixth). Electoral Threshold
The electoral threshold, or election threshold, is the minimum share of the primary vote that a candidate or political party requires to achieve before they become entitled to representation or additional seats in a legislature. This limit can operate in various ways, e.g. in party-list proportional representation systems where an electoral threshold requires that a party must receive a specified minimum percentage of votes (e.g. 5%), either nationally or in a particular electoral district, to obtain seats in the legislature. 2022 Victorian State Election
The 2022 Victorian state election was held on Saturday, 26 November 2022 to elect the 60th Parliament of Victoria. All 88 seats in the Legislative Assembly (lower house) and all 40 seats in the Legislative Council (upper house) were up for election at the time the writs were issued, however the election in the district of Narracan was deferred due to the death of a candidate. The second-term incumbent Labor government, led by Premier Daniel Andrews, won a third four-year term, defeating the Liberal/ National Coalition opposition, led by Opposition Leader Matthew Guy, increasing their majority from their 2018 landslide election result. Daniel Andrews
Daniel Michael Andrews (born 6 July 1972) is an Australian politician serving as the 48th and current premier of Victoria since December 2014. He has been the leader of the Victorian branch of the Australian Labor Party (ALP) since December 2010 and a member of the Legislative Assembly (MLA) for the division of Mulgrave since 2002. Andrews initially worked as a research and political officer for the Labor Party, before being elected to the Victorian Legislative Assembly at the 2002 election for the seat of Mulgrave. Pair (parliamentary Convention)
In parliamentary practice, pairing is an informal arrangement between the government and opposition parties whereby a member of a legislative body agrees or is designated by the party whip to be absent from the chamber or to abstain from voting when a member of the other party needs to be absent from the chamber due to other commitments, illness, travel problems, etc. The member that needs to be absent from their chamber would normally consult with his or her party whip, who would arrange a pair with his counterpart in the other major party, who as a matter of courtesy would normally arrange for one of its members to act as the pair. A pairing would usually not apply for critical votes, such as no-confidence votes. The member abstaining from voting is referred to as a pair.
