Council Secretariat
The General Secretariat of the Council of the European Union (GSC), also known as Council Secretariat, assists the Council of the European Union, the presidency of the Council of the European Union, the European Council and the president of the European Council. The General Secretariat is headed by the secretary-general of the Council of the European Union. The Secretariat is divided into eight directorates-general, each administered by a director-general. Other two departments are administered by deputy directors-general. The Secretariat is based in Brussels, in the Europa building and the Justus Lipsius building. The respective secretariats of the Schengen Agreement and of now-defunct Western European Union and European Political Cooperation have along the years been integrated with the Council Secretariat. General Court (European Union)
The General Court, informally known as the European General Court (EGC), is a constituent court of the Court of Justice of the European Union. It hears actions taken against the institutions of the European Union by individuals and member states, although certain matters are reserved for the European Court of Justice. Decisions of the General Court can be appealed to the Court of Justice, but only on a point of law. Prior to the coming into force of the Lisbon Treaty on 1 December 2009, it was known as the Court of First Instance. Competence The General Court hears disputes (such as those by persons who have been refused a trade mark by EUIPO, the EU Trade Mark and designs registry). Intergovernmental Conference
In the politics of the European Union, an Intergovernmental Conference (IGC) is the formal procedure for negotiating amendments to the EU's founding treaties. Under the treaties, an IGC is called into being by the European Council, and is composed of representatives of the member states, with the Commission, and to a lesser degree the Parliament also participating. An IGC will conclude with a meeting of the European Council, at which any political issues requiring resolution at the level of Heads of State or Government will be resolved, and final political agreement will be reached. A final treaty text in each of the community languages will then be prepared by the legal and linguistic experts of the member states, before being presented to the member states for signature and ratification. The European Union is a geo-political entity, created in 1993, covering a large portion of the European continent. It is founded upon numerous treaties and has undergone expansions and secessions that have taken it from six member states to 27, a majority of the states in Europe. Since the beginning of the institutionalised modern European integration in 1948, the development of the European Union has been based on a supranational foundation that would "make war unthinkable and materially impossible" and reinforce democracy amongst its members as laid out by Robert Schuman and other leaders in the Schuman Declaration (1950) and the Europe Declaration (1951). The High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the European Commission (HR/VP) is the chief co-ordinator and representative of the Common Foreign and Security Policy (CFSP) within the European Union (EU). The position is currently held by Kaja Kallas. The Treaty of Amsterdam had established the position of High Representative for Common Foreign and Security Policy. Within the European Union (EU), Directorates-General are departments with specific zones of responsibility. Within the European Commission specifically, Directorates-General are the equivalent of national-level ministries. Most are headed by a European commissioner, responsible for the general direction of the Directorate-General, and in charge of (politically responsible for) the corresponding policy area; and a director-general, responsible for the management of day-to-day affairs, who reports to the European Commissioner.
