The 1969 Libyan Constitution was brought into force on 11 December 1969 by the Revolutionary Command Council, in the name of the Arab people of the Libyan Arab Republic. Libyan Revolutionary Command Council
The Libyan Revolutionary Command Council was the twelve-person governing body that ruled the Libyan Arab Republic from 1969 to 1977. Its chairman was Muammar Gaddafi, who had the most influence. In 1977, the Libyan Arab Republic was abolished and Socialist People's Libyan Arab Jamahiriya was established. As a part of this, the RCC was officially abolished and replaced by the general secretariat of the General People's Congress. Membership The other initial members (1970) were as follows: *Maj. Arab People

Libyan Arab Republic
Muammar Gaddafi became the ''de facto'' leader of Libya on 1 September 1969 after leading a group of young Libyan Army officers against King Idris I in a bloodless coup d'état. After the king had fled the country, the Revolutionary Command Council (RCC) headed by Gaddafi abolished the monarchy and the old constitution and established the Libyan Arab Republic, with the motto " freedom, socialism and unity". After coming to power, the RCC government initiated a process of directing funds toward providing education, health care and housing for all. Public education in the country became free and primary education compulsory for both sexes. Medical care became available to the public at no cost, but providing housing for all was a task the RCC government was unable to complete. Libyan Interim Constitutional Declaration
The Constitutional Declaration is the current supreme law of Libya, introduced due to the overthrow of the Gaddafi government in the Libyan Civil War. It was finalised on 3 August 2011 by the National Transitional Council, and is intended to remain in effect until a permanent constitution is written and ratified in a referendum. The document was publicly announced at a press conference of 10 August by Abdul Hafiz Ghoga, Vice President and official spokesman of the NTC. The document consists of 37 articles in five sections. Articles 1–6 state general provisions regarding Libya as a state. Articles 7–15 specify civil rights and public freedoms. Articles 17–29 specify the operation of the interim government.
