Congregation For Bishops
The Dicastery for Bishops, formerly named Congregation for Bishops (), is the department of the Roman Curia of the Catholic Church that oversees the selection of most new bishops. Its proposals require papal approval to take effect, but are usually followed. The Dicastery also schedules the visits at five-year intervals ("''ad limina''") that bishops are required to make to Rome, when they meet with the pope and various departments of the Curia. It also manages the formation of new dioceses. It is one of the more influential Dicasteries, since it strongly influences the human resources policy of the church. The jurisdiction of the Dicastery does not extend to mission territories, under the Dicastery for Evangelization, or areas managed by the Dicastery for the Eastern Churches (which has responsibility for all Eastern Catholics, and for Latin Catholics in the Middle East and Greece). Pope Sixtus V (; 13 December 1521 – 27 August 1590), born Felice Piergentile, was head of the Catholic Church and ruler of the Papal States from 24 April 1585 to his death, in August 1590. As a youth, he joined the Franciscan order, where he displayed talents as a scholar and preacher, and enjoyed the patronage of Pius V, who made him a Cardinal (Catholic Church), cardinal. As a cardinal, he was known as Cardinal Montalto. As Pope, he energetically rooted out corruption and lawlessness across Rome, and launched a far-sighted rebuilding programme that continues to provoke controversy, as it involved the destruction of antiquities. Niccola Paracciani Clarelli
Niccola Paracciani Clarelli (12 April 1799 – 7 July 1872) was a Catholic Cardinal and was Arch-Priest of St. Peter's Basilica at the Vatican. He was also Camerlengo of the Sacred College of Cardinals, Prefect of the Congregation for Bishops and Secretary of the Roman Curia. Biography Paracciani was born on 12 April 1799 in Rieti. He was educated at the Archgymnasium of Rome where he received a doctorate in utroque iuris, both civil and canon law on 8 July 1822. While completing his education, he was ordained a priest on 1 June 1822 at age 23. He then attended the Pontifical Academy of Ecclesiastical Nobles to study diplomacy. He spent time as the privy chamberlain to Pope Pius VII in 1819. On 22 January 1844 he was appointed Bishop of Montefiascone and that same day raised to the rank of cardinal of the order of cardinal priests and on 25 January assigned the titular church of San Pietro in Vincoli. Carlo Gaetano Stampa
Carlo III Gaetano Stampa (1667–1742) was an Italian cardinal and Archbishop of Milan from 1737 to 1742. Early life Carlo Gaetano Stampa was born on 1 November 1667 in Milan to count Cristiano Stampa and Giustina of the House of Borromeo. He was cousin to Giuseppe Archinto, Federico Visconti and nephew of Federigo and Saint Charles Borromeo. Carlo Gaetano entered in the clerical state in his youth, he studied in Rome at the Pontifical Roman Seminary and on 10 July 1698 he earned a doctorate in utroque iure at the University of Pavia. He took up a career as lawyer in Milan. María Lía Zervino (born 1951 in Buenos Aires) is an Argentinian consecrated virgin and a sociologist.
