Commissioning Support Unit
Commissioning support units were established in April 2013 from the remains of the primary care trusts and strategic health authorities as part of the reorganisation of the National Health Service in England following the Health and Social Care Act 2012. Twenty-five regional commissioning support units submitted outline business plans in 2012 to NHS England which hosted them. The commissioning support units were largely staffed by former employees of primary care trusts. They were intended to provide support to clinical commissioning groups by providing business intelligence, health and clinical procurement services and other back-office administrative functions, including contract management. The plan was to introduce competition into this market by making them independent businesses from 2016. Primary Care Trust
Primary care trusts (PCTs) were part of the National Health Service in England from 2001 to 2013. PCTs were largely administrative bodies, responsible for commissioning primary, community and secondary health services from providers. Until 31 May 2011, they also provided community health services directly. Collectively PCTs were responsible for spending around 80 per cent of the total NHS budget. Primary care trusts were abolished on 31 March 2013 as part of the Health and Social Care Act 2012, with their work taken over by clinical commissioning groups. Strategic Health Authority
Strategic health authorities (SHA) were part of the structure of the National Health Service in England between 2002 and 2013. Each SHA was responsible for managing performance, enacting directives and implementing health policy as required by the Department of Health at a regional level. Initially 28 in number, they were reduced to 10 in 2006. Along with primary care trusts, they were replaced by clinical commissioning groups and Public Health England in 2013 under the Health and Social Care Act 2012. Clinical Commissioning Group
Clinical commissioning groups (CCGs) were National Health Service (England), National Health Service (NHS) organisations set up by the Health and Social Care Act 2012 to replace Strategic health authority, strategic health authorities and NHS primary care trust, primary care trusts to organise the delivery of NHS services in each of their local areas in England. On 1 July 2022, they were abolished and replaced by integrated care systems as a result of the Health and Care Act 2022. Continuing Healthcare
The English national framework for NHS continuing healthcare came into force on 1 October 2007 as a development in the light of the case of Coughlan which established that where a person's need is primarily for health care then the health service must fund the whole cost of nursing home placement. People who qualify are entitled to care paid for by the NHS, for which they do not have to pay, rather than social care, which is means-tested. Most of those who qualify need nursing home care. It is in the interests of local social services departments to establish entitlement to continuing healthcare as this relieves them of any financial responsibility.
