Charley Lockhart
Charley R. Lockhart (August 1876 - 1954) was Texas State Treasurer from 1931 until 1941. He was the shortest Texas elected official at 3'9" (114 cm) tall. Early life Lockhart born in Dallas County, Texas, in August 1876 to John C. R. and Lucretia Lockhart. They moved to Snyder, Texas, in 1898. Career Lockhart was elected Scurry County treasurer in 1900. He was re-elected to the county office eight times. In 1919 he went to Austin to work with the sergeant-at-arms of the Texas House of Representatives. In 1930 he was elected state treasurer. In 1931, ''Ripley's Believe It Or Not'' featured a drawing of Lockhart under the caption "Texas, the largest state in the Union, has the smallest treasurer, Charley Lockhart, 45 inches tall." The ''Houston Post'' interviewed Lockhart when he entered the race for the state treasurer's office, and he is quoted as saying, "I want you to make it perfectly clear that I am fighting this battle on manhood alone," he said. Texas State Treasurer
Texas State Treasurer was an elected constitutional officer in the executive branch of the state government of Texas, responsible for overseeing the financial operations of state government. The position was established in the Constitution of 1876. It was officially abolished on August 31, 1996. History The office of State Treasurer superseded a similar office in the Republic of Texas. The Treasurer had a four-year term as head of the State Treasury Department. Duties were divided between the State Treasurer and the Texas Comptroller of Public Accounts. Over time, the Texas Legislature transferred most of the Treasurer's functions to the Comptroller's office. Jesse William James (October 10, 1904 – September 29, 1977) was an American politician from Texas. A member of the Democratic Party, James served as Texas State Treasurer from 1941 until his death in 1977. His near 36-year tenure made him the longest serving Texas State Treasurer. James served in the Texas House of Representatives from 1933 to 1937, when he resigned to accept a position in the office of the state treasurer. When the incumbent state treasurer, Charley Lockhart, resigned due to poor health, Governor Coke R. Stevenson appointed James to the office. James continued to be reelected as state treasurer until he died in office. He was succeeded by Warren G. Harding, whom James had defeated for reelection in 1956. The ''Houston Post'' was a newspaper that had its headquarters in Houston, Texas, United States. In 1995, the newspaper shut down, and its assets were purchased by the ''Houston Chronicle''. History Gail Borden Johnson founded the ''Houston Post'' on February 19, 1880. He expanded the paper by acquiring the Houston ''Telegraph'', the legacy of the '' Telegraph and Texas Register'', which operated the first press in Texas after the Texas Revolution. By 1884, however, the paper was financially distressed, when William R. Baker led a group of investors to bail out the publication. Despite their efforts, the original publication ceased in October 1884.
