Charles R. Boutin
Charles R. Boutin (March 7, 1942May 23, 2021) was an American attorney and politician who served in the Maryland House of Delegates from the 34A and 36th districts from 1999 to 2005, as a member of the Republican Party. Prior to his tenure in the state legislature he was active in local politics in Aberdeen, Maryland, with him serving on the city council and as mayor. Boutin was born in Troy, New York, and educated at Christian Brothers Academy, Siena College with a Bachelor of Science in economics, and the University of Baltimore School of Law with a juris doctor. He was admitted to the Maryland State Bar Association. He entered politics when he was appointed to Harford County, Maryland Board of Education and served as the board's president before unsuccessfully running for county executive. Maryland House Of Delegates District 34A
Maryland House of Delegates District 34A is one of the 67 districts that compose the Maryland House of Delegates. Along with subdistrict 34B, it makes up the 34th district of the Maryland Senate. District 34A includes part of Harford County, and is represented by two delegates. Demographic characteristics As of the 2020 United States census, the district had a population of 86,491, of whom 66,273 (76.6%) were of voting age. The racial makeup of the district was 45,425 (52.5%) White, 27,586 (31.9%) African American, 385 (0.4%) Native American, 2,438 (2.8%) Asian, 50 (0.1%) Pacific Islander, 3,028 (3.5%) from some other race, and 7,504 (8.7%) from two or more races. Maryland Public Service Commission
The Maryland Public Service Commission (PSC) is an independent administrative agency within the state government which regulates public utilities and certain taxi cab and other passenger services in Maryland. Similar to other state public utilities commissions, the Maryland PSC regulates and sets tariff rates for natural gas, electricity distribution, local telephone, water, and sewage disposal companies. The PSC also sets the tariff rates for pilot services for vessels and privately owned toll bridges, approves the construction of electric generating plants and overhead transmission lines with a voltage above 69 kV, and licenses retail natural gas and electricity suppliers. Defense Of Marriage Act
The Defense of Marriage Act (DOMA) was a United States federal law passed by the 104th United States Congress and signed into law by President Bill Clinton. It banned federal recognition of same-sex marriage by limiting the definition of marriage to the union of one man and one woman, and it further allowed states to refuse to recognize same-sex marriages granted under the laws of other states. In the 1980s, same-sex marriage had opposition especially from socially conservative groups. Congressman Bob Barr and Senator Don Nickles, both members of the Republican Party, introduced the bill that became DOMA in May 1996. It passed both houses of Congress by large, veto-proof majorities, with opposition coming from approximately one-third of the Democratic caucus in both the House of Representatives and the Senate. Martin Joseph O'Malley (born January 18, 1963) is an American lawyer and former politician who served as the 61st Governor of Maryland from 2007 to 2015. Robert Leroy Ehrlich Jr. (born November 25, 1957) is an American lawyer and politician who served as the 60th Governor of Maryland from 2003 to 2007. A Republican, Ehrlich represented Maryland's 2nd Congressional district in the U.S. House of Representatives from 1995 to 2003. Before that, he was a member of the Maryland House of Delegates.
