The Ministry of Energy, Water Resources and Irrigation ( ne, ऊर्जा, जलस्रोत तथा सिंचाइ मन्त्रालय) is a governmental body of Nepal that governs the development and implementation of energy including its conservation, regulation and utilization. Bidya Devi Bhandari (, ; born 19 June 1961) is a Nepali politician who is serving as the second and current president of Nepal. She formerly served as the minister of defence and minister of environment and population. She is the first woman to hold the office in the country. She served as the vice-chairperson of the Communist Party of Nepal (Unified Marxist–Leninist) and was the chair of the All Nepal Women's Association before being elected president. Bhandari previously served as the Minister of Defence, the first woman to hold the office, from 2009 to 2011. The Pratinidhi (the Viceroy) was an important member of the ministry in the Maratha Empire. The title of ''Pratinidhi'' means ''the representative of the King,'' and such officials were entitled to sign and seal papers and to issue orders in the absence of the Ruler.
