West Carroll Parish, Louisiana
West Carroll Parish () is a parish located in the northeastern part of the U.S. state of Louisiana. As of the 2020 census, the population was 9,751. The parish seat is Oak Grove. The parish was founded in 1877, when Carroll Parish was divided. The area of cotton culture in Louisiana in parishes along this part of the Mississippi River was also referred to as the Natchez District. It included the parishes of East Carroll (after the split in 1877), Concordia, Madison and Tensas. History Before being divided, Carroll Parish was named for Charles Carroll of Carrollton, Maryland, the only Roman Catholic signer of the Declaration of Independence and the last surviving signer of the document. Carroll Group
The Carroll Group was a family-owned group of businesses formed in the early twentieth century that expanded rapidly in the 1980s when it was taken over by Gerald Carroll, grandson of the founder. At that time it was one of the largest private businesses in Britain, but it collapsed in the early 1990s under the weight of its debt and amid accusations of fraud. Gerald Carroll has since campaigned to have the collapse of the group recognised as a fraud but without apparent success. Origins The Carroll Group was a three generation family-owned private business founded by John E. "Jock" Carroll who was descended from the Irish O'Carroll clan. Jock may have had a role in the purchase by the Ford Motor Company in 1924 of the land in Essex on which the company built its Dagenham car plant. The plant produced its first vehicle in 1931. P. J. Carroll & Company Limited, often called Carroll's, is an Irish manufacturing company of tobacco. Having been established in 1824, P.J. Carroll is the oldest tobacco manufacturer in the country, and currently a subsidiary of British American Tobacco. Its cigarette brands were among the best selling in Ireland in the twentieth century. Its factory was for decades the largest employer in Dundalk. History Patrick James Carroll (b. 1803) completed his apprenticeship as a tobacconist in 1824 and opened a shop in Dundalk, later also manufacturing cigars. He moved to Liverpool in England in the 1850s. His son Vincent Stannus Carroll expanded the firm in the later 19th century. His son James Marmion Carroll moved to a house outside Dundalk. ''R v Carroll'' (2002) 213 CLR 635; [2002] HCA 55 is a decision of the High Court of Australia which unanimously upheld the decision by a Queensland appellate court to stay an indictment for perjury as the indictment was found to controvert the respondent's earlier acquittal for murder. The court held that charging Raymond John Carroll with perjuring himself in the earlier murder trial by swearing he did not kill the baby Deidre Kennedy was tantamount to claiming he had committed the murder and was thus a contravention of the principles of double jeopardy. The case caused widespread public outcry and prompted calls for double jeopardy law reform. Carroll Hall is one of the 32 Residence Halls on the campus of the University of Notre Dame and one of the 17 male dorms. Carroll is located on the shores of St. Mary's Lake, and is the smallest of the residence halls, housing around 100 undergraduates.
