Carlos Rafael Fernández (born 1954) is an Argentine economist and was, from April 2008 to July 2009, the Minister of the Economy of the country. Biography Fernández was born in La Plata, Argentina, in 1954, and was raised in nearby City Bell. Enrolling at the prestigious University of La Plata, he received a degree in economics in 1979, specializing in public administration. Affiliated to the populist Justicialist Party, the new administration of Carlos Menem appointed him Director of National Budget Policy for Provincial Spending. Carlos Rafael Rodríguez Rodríguez (May 23, 1913 – December 8, 1997) was a Cuban Communist politician and economist, who served in the cabinets of presidents Fulgencio Batista and Fidel Castro. Born in Cienfuegos, he became mayor of the city when he was only 20. Four years later, he joined the Communist Party and was appointed editor of the party newspaper, ''Hoy''.Dillon.
