Capacity theory is the theoretical approach that pulled researchers from Filter theories with Kahneman's published 1973 study, ''Attention and Effort'' positing attention was limited in overall capacity, that a person's ability to perform simultaneous tasks depends on how much "capacity" the jobs require. Further researchers - Johnson and Heinz (1978) and Navon & Gopher (1979) - went further with Kahneman's study. Shalom Fisch used Kahneman's capacity theory, just as others did for their research, to publish a paper on children's understanding of educational content on television. It is a communication theory based on a model which is used to explain and predict how children learn from educational television programming. Educational television or learning television is the use of television programs in the field of distance education. It may be in the form of individual television programs or dedicated specialty channels that are often associated with cable television in the United States as Public, educational, and government access (PEG) channel providers. There are also adult education programs for an older audience; many of these are instructional television or "telecourse" services that can be taken for college credit, such as the Open University programs on BBC television in the UK. Many children's television series are educational, ranging from dedicated learning programs to those that indirectly teach the viewers. The Limited Capacity Model of Motivated Mediated Message Processing or LC4MP is an explanatory theory that assumes humans have a limited capacity for cognitive processing of information, as it associates with mediated message variables; moreover, they (viewers) are actively engaged in processing mediated information Like many mass communication theories, LC4MP is an amalgam that finds its origins in psychology. Specifically, this theory has its origins in the Limited Capacity Model for understanding cognitive information processing.
