The California State Teachers' Retirement System (CalSTRS) provides retirement, disability, and survivor benefits for California's 965,000 prekindergarten through community college educators and their families. CalSTRS was established by law in 1913, and is part of the State of California's California Government Operations Agency, Government Operations Agency. As of September 2020, CalSTRS was the largest teachers' retirement fund in the United States. CalSTRS was also the 11th-largest public pension fund in the world. William Westwood Lockyer (born May 8, 1941) is an American politician and lawyer from the state of California. A Democrat, he served in both houses of the state legislature, having been a member of the California State Assembly from 1973 to 1982 and the California State Senate from 1982 to 1998.
