Borten's Cabinet governed Norway between 12 October 1965 and 17 March 1971. John Lyng
(22 August 1905 – 18 January 1978) was a Norwegian politician from the Conservative Party. He was the prime minister of Norway from 28 August to 25 September 1963 in a coalition government consisting of the Conservative, Centre, Christian Democratic, and Liberal parties. It was the first government in 28 years that was not headed by the Labour Party. Early life Lyng was born in Trondheim to merchant Markus Hartman Lyng (1872–1938) and Martha Maria Helberg (1885–1959), and graduated with the cand.jur. degree in 1927. He studied in Oslo, Copenhagen, and Heidelberg in 1931. During his student years, Lyng was active in the leftist ''Mot Dag'' student grouping, and his time in Weimar Germany in the early 1930s gave him a strong dislike of totalitarian movements as Nazism was on the rise there. Helge Rognlien
Helge Rognlien (14 January 1920 – 15 July 2001) was a Norwegian politician for the Liberal Party. He was born in Oslo. At the outbreak of World War II, Rognlien was a student at the University of Oslo. After the German occupation of Norway in 1940, he was a member of the new governing body of the Norwegian Students' Society, which included students from all political groups, except the National Socialists. Rognlien represented the Liberal Student Association. A troubled relationship with the Nazi regime ensued until 15 October 1943, when 63 prominent students were arrested, and Rognlien was one of them. After a time in Bredtveit and Berg concentration camps until 8 December 1943, he spent the rest of the war years in captivity in Sennheim in Alsace and Buchenwald concentration camp in Germany. Helge Seip
Helge Lunde Seip (5 March 1919 – 29 January 2004) was a Norwegian politician for the Liberal Party and later the Liberal People's Party. He was born in Surnadal Municipality. At a young age he became involved in the Young Liberals, the youth wing of the Liberal Party. In the local chapter of Oslo he was a member of the board from 1937 to 1939, and deputy chairman from 1939 to 1945. From 1945 to 1947 he was a board member of their national organization. In 1948 he became a deputy member of the Liberal Party national board, advancing to regular board member in 1952. He continued in this position, becoming national party leader in 1970. He was elected to the Parliament of Norway from Oslo in 1953, and was re-elected on three occasions in 1957, 1965 and 1969. Dagfinn Vårvik (8 June 1924 – 25 March 2018) was a Norwegian politician for the Centre Party. He was born in Leinstrand Municipality. Vårvik graduated with a cand.oecon. degree in 1951. Ole Myrvoll
Ole Myrvoll (18 May 1911 – 16 July 1988) was a Norwegian professor in economy and politician for the Liberal Party and later the New People's Party. He was born in Kragerø. He served as a deputy representative to the Norwegian Parliament from Bergen during the terms 1965–1969 and 1969–1973. From August to September 1963 he was Minister of Wages and Prices during the short-lived centre-right cabinet Lyng. He became Minister of Finance from 1965 to 1971 during the cabinet Borten. In December 1972, Myrvoll joined the New People's Party which split from the Liberal Party over disagreements of Norway's proposed entry to the European Economic Community. Sverre Walter Rostoft (12 December 1912 – 26 April 2001) was a Norwegian businessperson and politician for the Conservative Party. Early life and education He was born in Glemmen as a son of ship captain Georg Walter Andersen (1887–1952) and housewife Marta Walgjerta Hansen. He took commerce school in 1930 and the examen artium in 1935. He studied philology from 1935 to 1937, then worked as a secretary at Nylands Verksted until 1944. Gunnar Fredrik Hellesen (23 February 1913 – 7 July 2005) was a Norwegian politician for the Conservative Party. He was born in Haugesund. He was elected to the Norwegian Parliament from Rogaland in 1961, and was re-elected on one occasion. He had previously served in the position of deputy representative during the term 1958–1961. On 5 June 1970, he was appointed Minister of Defence during the centre-right cabinet Borten, replacing Otto Grieg Tidemand who on the same day became Minister of Trade and Shipping.
