The Crown Office and Procurator Fiscal Service is the independent public prosecution service for Scotland, and is a Ministerial Department of the Scottish Government. The department is headed by His Majesty's Lord Advocate, who under the Scottish legal system is responsible for prosecution, along with the area procurators fiscal. In Scotland, virtually all prosecution of criminal offences is undertaken by the Crown. Private prosecutions are extremely rare. Dorothy Bain
Dorothy Ruth Bain (born 1964) is a Scottish advocate who has served as Lord Advocate since 2021. She is the second woman to hold the office after Elish Angiolini. Bain previously served as the Principal Advocate Depute from 2009 to 2011, the first woman to hold the prosecutorial position in Scotland. Born in Edinburgh, Scotland, Bain attended the University of Aberdeen School of Law, graduating with an LLB and a Diploma in Legal Practice. In 1994, she became an advocate and in 2007 she was appointed Queen's Counsel, now King's Counsel. Bain served as an Advocate Depute in the Crown Office from 2002 to 2011 and was appointed the first female Principal Advocate Depute from 2009 to 2011. In 2008, she was commissioned to report on the prosecution of sex crimes in Scotland, the outcome of which led to the formation of Scotland's National Sex Crimes Unit in 2009. The High Court of Justiciary is the supreme criminal court in Scotland. The High Court is both a trial court and a court of appeal. As a trial court, the High Court sits on circuit at Parliament House or in the adjacent former Sheriff Court building in the Old Town in Edinburgh, or in dedicated buildings in Glasgow and Aberdeen. Pan Am Flight 103 was a regularly scheduled Pan American World Airways, Pan Am transatlantic flight from Frankfurt to Detroit via a stopover in London and another in New York City. The transatlantic leg of the route was operated by ''Clipper Maid of the Seas'', a Boeing 747-121 Aircraft registration, registered N739PA. Shortly after 19:00 on 21 December 1988, while the aircraft was in flight over the Scottish town of Lockerbie, it was destroyed by a bomb that had been planted on board, killing all 243 passengers and 16 crew in what became known as the Lockerbie bombing.
