Black Sea Forum For Partnership And Dialogue
The inaugural session of the Black Sea Forum for Partnership and Dialogue (BSF) was held on June 4–6, 2006 in Bucharest. The Forum is a Romanian initiative, initially meant to hold annual presidential-level summits (the venues rotating among participant countries) and thematic or sectoral-cooperation meeting during those annual intervals. The Forum is not meant to create new regional institutions, but rather to turn into a regular consultative process among countries of the extended Black Sea region (defined as including the South Caucasus to the Caspian Sea) and between this group of countries and international organizations such as the European Union. After the inaugural summit, no other summits were planned. After Romania and Bulgaria joined the EU, the Forum may become an EU initiative for cooperation with the Black and Caspian Sea states similar to the Northern Dimension initiative for the Nordic countries and Baltic Sea states. Robert Kocharyan
Robert Sedraki Kocharyan ( hy, Ռոբերտ Սեդրակի Քոչարյան ; born 31 August 1954) is an Armenian politician. He served as the President of the Nagorno-Karabakh Republic from 1994 to 1997 and Prime Minister of Nagorno-Karabakh from 1992 to 1994. He served as the second President of Armenia between 1998 and 2008 and as Prime Minister of Armenia from 1997 to 1998. Kocharyan was elected president of Armenia twice, in 1998 and 2003; both presidential elections were held in two rounds. During most of his presidency, between 2001 and 2007, Armenia's economy grew on average by 12% annually, largely due to a construction boom. Southeast European Cooperation Process
The South-East European Cooperation Process (SEECP) was launched on Bulgaria's initiative in 1996. At the Bulgaria-chaired meeting in Sofia, the Southeast Europe (SEE) countries laid the foundations for regional co-operation for the purposes of creating an atmosphere of trust, good neighbourly relations and stability. A special characteristic of SEECP is that it is an original form of co-operation among the countries in the region launched on their own initiative, and not on the initiative of some other international organisation or countries. GUAM Organization For Democracy And Economic Development
The GUAM Organization for Democracy and Economic Development is a regional organization of four post-Soviet states: Georgia, Ukraine, Azerbaijan, and Moldova. Conceived in 1997 to harmonize and integrate commercial, diplomatic and democratic relations among its member states, the GUAM treaty charter was signed in 2001 and today covers a population of over 57 million people. Uzbekistan was also a member of GUAM in the 1999–2005 period. In 2003, GUAM became an observer in the UN General Assembly. In 2007, GUAM also established a military peacekeeping force and organized joint military exercises. Euronest Parliamentary Assembly
The Euronest Parliamentary Assembly is the inter-parliamentary forum in which members of the European Parliament and the national parliaments of Ukraine, Moldova, Armenia, Azerbaijan and Georgia participate and forge closer political and economic ties with the European Union. It was established in 2011 by the European Commission as a component of the Eastern Partnership. After the elections in Belarus in 2010 were declared as flawed by the OSCE, the membership of Belarus in Euronest was automatically suspended. Belarus is welcome to re-join the Assembly once political requirements have been fulfilled. In 2015, Azerbaijan's membership was suspended due to the European Union's criticism of human rights abuses by the government.
