The Asia Pacific Transport Consortium was established in 1999 to: Under a concession deed by the AustralAsia Railway Corporation, it was also contracted for performance of the project. The consortium performed all rail safety, marketing, operation and asset management functions associated with the business. Richard Hugh "Rick" Allert AO is an Australian businessman who was chair of Tourism Australia from 2007 to 2012. Before this, he worked with Carroll Winter & Co Chartered Accountants from 1959 to 1960, and then with Peat Marwick Mitchell & Company from 1960; he was a partner with them from 1973 to 1979. Build–operate–transfer (BOT) or build–own–operate–transfer (BOOT) is a form of project delivery method, usually for large-scale infrastructure projects, wherein a private entity receives a concession from the public sector (or the private sector on rare occasions) to finance, design, construct, own, and operate a facility stated in the concession contract. The private entity will have the right to operate it for a set period of time. This enables the project proponent to recover its investment and operating and maintenance expenses in the project.
