Arturo Ulises Vallarino Bartuano (born 15 December 1943) is a Panamanian politician who served as the First Vice President of Panama in the cabinet of Mireya Moscoso. The Second Vice President under President Moscoso was Dominador 'Kaiser' Bazan. He was elected to the National Assembly four consecutive terms. He was President of the National Assembly from 1993 to 1994. Mireya Elisa Moscoso Rodríguez (born 1 July 1946) is a Panamanian politician who served as the President of Panama from 1999 to 2004. She is the country's first and to date only female president.
