The Arrow or ''Hetz'' (, or ) is a family of anti-ballistic missiles designed to fulfill an Israeli requirement for a missile defense, missile defense system that would be more effective against ballistic missiles than the MIM-104 Patriot surface-to-air missile. Jointly funded and produced by Israel and the United States, development of the system began in 1986 and has continued since. Undertaken by the MALAM division of the Israel Aerospace Industries (IAI) and Boeing Defense, Space & Security, Boeing, it is overseen by the Ministry of Defense (Israel), Israeli Ministry of Defense's "''Homa'' (, , "Defensive wall, rampart") administration and the U.S. Missile Defense Agency. It forms the long-range layer of Israel's multi-tiered missile defence system, along with David's Sling (at medium-to-long range) and Iron Dome and Iron Beam [experimental] (at short ranges). Naval Air Station Point Mugu was a United States naval air station near Oxnard, California, which operated as an independent base from 1941 to 2000, when it merged with nearby Naval Construction Battalion Center Port Hueneme to form Naval Base Ventura County. History The facility in Point Mugu, California, started as a United States Navy anti-aircraft training center during World War II and was developed in the late 1940s as the Navy's major missile development and test facility. This was where most of the Navy's missiles were developed and tested during the 1950/1960 era, including the AIM-7 Sparrow family and the AIM-54 Phoenix air-to-air, Bullpup air-to-surface, and Regulus surface-to-surface missiles. Pt. Mugu has dominated the area since the 1940s, and is one of the few places in the area that is not agricultural.
