Apayao Provincial Board
The Apayao Provincial Board is the Sangguniang Panlalawigan or provincial legislature of the Philippine province of Apayao. The members are elected via plurality-at-large voting: the province is divided into two districts, each sending four members to the provincial board; the electorate votes for four members, with the four candidates with the highest number of votes being elected. The vice governor is the ''ex officio'' presiding officer, and only votes to break ties. The vice governor is elected via the plurality voting system province-wide. A casting vote is a vote that someone may exercise to resolve a tied vote in a deliberative body. A casting vote is typically by the presiding officer of a council, legislative body, committee, etc., and may only be exercised to break a deadlock. Examples of presiding officers who hold casting votes are the Speaker of the House of Commons in the United Kingdom and the President of the United States Senate (an ex-officio role of the Vice President of the United States). Lakas–Christian Muslim Democrats (), abbreviated as Lakas–CMD and popularly known as Lakas, was a political party in the Philippines. Barangay elections in the Philippines were held on May 14, 2018. The election shall elect the '' Punong Barangay'', more commonly known as barangay captains, and members of the ''Sangguniang Barangay'', or barangay council, in 41,948 barangays (villages) throughout the country whose terms start on June 30, 2018. Barangays are the smallest local government unit in the Philippines. Elections for the reformed Sangguniang Kabataan (SK; youth councils) will also be held at the same time.
