Anton Koltsov
Anton Viktorovich Koltsov (; born 24 June 1973) is a Russian politician, former chairman of the government of Vologda Oblast (2017–2022), and head of the government of the occupation Zaporizhzhia Oblast Military–Civilian Administration during the Russian invasion of Ukraine. Biography Koltsov was born on 24 June 1973 in Cherepovets. In 1996 he graduated from the Yaroslavl State Medical Academy, and in 2003 from Cherepovets State University. In 2010, he received the qualification "Master of Business Administration" at the RANEPA. Graduated from the Higher School of Public Administration of the RANEPA (“School of Governors”). Previously worked in the steel industry. In 2015–2016, he was the Director for Health, Safety and Environment at Severstal. In 2016, he was appointed First Deputy Governor of the Vologda Oblast. Cherepovets
Cherepovets ( rus, Череповец, p=tɕɪrʲɪpɐˈvʲets) is a city in Vologda Oblast, Russia, located in the west of the oblast on the banks of the Sheksna River (a tributary of the Volga River) and on the shores of the Rybinsk Reservoir. As of the 2010 Census, its population was 312,310, making it the most populous city in the oblast. Etymology The origin of the word "Cherepovets" is a subject of much debate among the local historians. According to one version, the city supposedly received its name from the word "skull" (, ''cherep''). In antiquity, a pagan sanctuary was there in honor of the god Veles on the hill at the confluence of the Sheksna and Yagorba Rivers. The top of the hill was called the "skull." Another version suggests that the word "Cherepovets" originates from the name of the tribe "Ves" (), who inhabited the Sheksna's banks. 2022 Annexation Referendums In Russian-occupied Ukraine
In late September 2022, in the context of the Russian invasion of Ukraine, Russian-installed officials in Ukraine staged so-called referendums on the annexation of occupied territories of Ukraine by Russia. They were widely described as sham referendums by commentators and denounced by various countries. The validity of the results of the referendums has only been accepted by North Korea.
