Andy Anstett
Andrue John Anstett (born June 25, 1946) is a former politician in Manitoba, Canada. He served in the New Democratic Party government of Premier Howard Pawley, and made an unsuccessful bid for the party's leadership in 1988. Anstett was born in Groningen in the Netherlands, and moved to Kitchener, Ontario as an infant. He received an honours political science degree from the University of Waterloo and did post-graduate studies in Canadian parliamentary procedure and election administration. He moved to Manitoba in 1973 upon his appointment as deputy clerk of the Legislative Assembly and deputy chief electoral officer for the province. He held these positions until resigning in 1979. Anstett was elected to the provincial legislature in the 1981 provincial election, as a candidate of the New Democratic Party in the rural riding of Springfield. 1988 Manitoba General Election
The 1988 Manitoba general election was held on April 26, 1988 to elect Members of the Legislative Assembly of the Province of Manitoba, Canada. It resulted in a minority government. The Progressive Conservative Party won 25 seats, against 20 for the Liberal Party and 12 for the New Democratic Party. Background The election was called unexpectedly in early 1988, after disgruntled NDP backbencher Jim Walding voted against his government's budget on March 9, 1988. With former cabinet minister Laurent Desjardins having essentially abandoned his seat earlier in the year, the Legislative Assembly was almost evenly divided. Walding's defection thus resulted in Howard Pawley's NDP government being defeated, 28 votes to 27. As the budget vote was a confidence measure, the Pawley ministry was forced to resign and call new elections two years ahead of schedule. The Municipal Property Assessment Corporation (MPAC) administers property assessments and appeals of assessment in the province of Ontario, Canada. MPAC determines the assessed value for all properties across Ontario. This is provided in the form of an Assessment Roll, which is delivered to municipalities throughout the province on the second Tuesday in December. Municipalities then take the assessment roll, and calculate property taxes for each individual property in their jurisdiction. MPAC complains that taxpayers often confuse MPAC's role as an assessment agency for taxes; MPAC responds that it only provides assessments.
