Anar Rzayev
Anar Rasul oghlu Rzayev (; born 14 March 1938, Baku), known mononymously as Anar, is an Azerbaijani writer, dramatist, film director, and the Chairman of the Writers' Union of Azerbaijan. Anar is primarily a novelist and short-story writer, although in the past, he has also authored screenplays and directed films as well as acted in a film. Istiglal Order (), is the highest supreme order of the Republic of Azerbaijan, along with Heydar Aliyev Order. presented by the president of the Republic of Azerbaijan. ''Istiglal'' translates to Sovereignty in Azerbaijani. History and status Istiglal Order was among several medals and orders, requested to be reviewed and created by the President Abulfaz Elchibey on November 10, 1992 by a Presidential Decree No. 370. The order was created by the Decree No. 754 of the president of Azerbaijan, Heydar Aliyev, and ratified by National Assembly of Azerbaijan on December 6, 1993. The National Assembly (), also transliterated as Milli Mejlis, is the legislative branch of government in Azerbaijan. The unicameral National Assembly has 125 deputies: previously 100 members were elected for five-year terms in single-seat constituencies and 25 members were elected by proportional representation; as of the latest election, however, all 125 deputies are returned from single-member constituencies. The Assembly nominally has powers under the Azerbaijan Constitution, but in practice power is heavily concentrated in Ilham Aliyev, the President of Azerbaijan.
