Amer Bisat
Amer Bisat () is a Lebanese businessman, academic, and politician, currently serving as the Minister of Economy and Trade in the cabinet of Prime Minister Nawaf Salam, formed on 8 February 2025. Bisat is also a professor, author, and trustee of several cultural and art institutions. Career Academic and professional background Until his appointment as Lebanese Minister of Economy, Amer Bisat was the Global Head of Emerging Markets Debt at BlackRock. Before that, he had held senior portfolio management roles at Morgan Stanley and UBS. In the 1990s, he served as a senior economist at the International Monetary Fund where he helped negotiate high profile programs with Russia, Ukraine and Egypt. The new government of Lebanon was formed on 8 February 2025 after the election of former ICJ president Nawaf Salam as prime minister of Lebanon on 13 January. Salam's cabinet succeeded Najib Mikati's third cabinet, which had served in a caretaker capacity since May 2022. Election In the wake of the election of Joseph Aoun as president of Lebanon on 9 January 2025, multiple opposition MPs reached a consensus on nominating Salam as Prime Minister. The economy of Lebanon has been experiencing a large-scale multi-dimensional crisis since 2019, including a banking collapse, the Lebanese liquidity crisis and a sovereign default. It is classified as a developing, lower-middle income economy. The nominal GDP was estimated at $19 billion in 2020, with a per capita GDP amounting to $2,500. In 2018 government spending amounted to $15.9 billion, or 83% of GDP. The Lebanese economy went through a significant expansion after the 34-day war of 2006, with growth averaging 9.1% between 2007 and 2010. After 2011 the local economy was affected by the Syrian civil war, growing by a yearly average of 1.7% on the 2011–2016 period and by 1.5% in 2017.
