Alvin Rabushka
Alvin Rabushka (born May 15, 1940) is an American political scientist. He is a David and Joan Traitel Senior Fellow at the Hoover Institution at Stanford University, and member of the Mont Pelerin Society. He is best known for his work on taxation and transition economies. Hoover Institution
The Hoover Institution (officially The Hoover Institution on War, Revolution, and Peace; abbreviated as Hoover) is an American public policy think tank and research institution that promotes Economic liberty, personal and economic liberty, Free Enterprise, free enterprise, and limited government. While the institution is formally a unit of Stanford University, it maintains an independent board of overseers and relies on its own income and donations. The Mont Pelerin Society (MPS) is an international organization composed of economists, philosophers, historians, intellectuals and business leaders. Robert Hall (economist)
Robert Ernest "Bob" Hall (born August 13, 1943) is an American economist and a Robert and Carole McNeil Senior Fellow at Stanford University's Hoover Institution. He is generally considered a macroeconomist, but he describes himself as an "applied economist". Hall received a BA in economics at the University of California, Berkeley, and a PhD in economics from MIT for a thesis titled ''Essays on the Theory of Wealth'' under the supervision of Robert Solow. Hall is a member of the Hoover Institution, the National Academy of Sciences, a fellow at both American Academy of Arts and Sciences and the Econometric Society, and a member of the NBER. Flat Tax
A flat tax (short for flat-rate tax) is a tax with a single rate on the taxable amount, after accounting for any deductions or exemptions from the tax base. It is not necessarily a fully proportional tax. Implementations are often progressive due to exemptions, or regressive in case of a maximum taxable amount. There are various tax systems that are labeled "flat tax" even though they are significantly different. The defining characteristic is the existence of only one tax rate other than zero, as opposed to multiple non-zero rates that vary depending on the amount subject to taxation. A flat tax system is usually discussed in the context of an income tax, where progressivity is common, but it may also apply to taxes on consumption, property or transfers. Hall–Rabushka Flat Tax
The Hall–Rabushka flat tax is a flat tax proposal on consumption designed by American economists Robert Hall and Alvin Rabushka at the Hoover Institution. The Hall–Rabushka flat tax involves taxing income but excluding investment. The Hall–Rabushka flat tax may include an exemption, which allows the tax to preserve progressivity. In the United States, extensive tax reform has not taken place since the Tax Reform Act of 1986, and like other tax reform, the flat tax has not advanced far in the US political process.
