Aleksandr Skachkov
Alexander Anatolievich Skachkov (russian: Александр Анатольевич Скачков; November 21, 1960, Yerofey Pavlovich, Skovorodinsky District) is a Russian political figure, deputy of the 8th State Duma. From 2003 to 2004, Skachkov was the head of the East Siberian Railway. In 2011, he was appointed head of the East Siberian Directorate of Infrastructure of the Central Directorate of Infrastructure. From 2017 to 2021, he was the head of the Trans–Baikal Railway. In 2019, Skachkov became a member of the United Russia. Since September 2021, he has served as deputy of the 8th State Duma. The State Duma (russian: Госуда́рственная ду́ма, r=Gosudárstvennaja dúma), commonly abbreviated in Russian as Gosduma ( rus, Госду́ма), is the lower house of the Federal Assembly of Russia, while the upper house is the Federation Council. The Duma headquarters are located in central Moscow, a few steps from Manege Square. Its members are referred to as deputies. The State Duma replaced the Supreme Soviet as a result of the new constitution introduced by Boris Yeltsin in the aftermath of the Russian constitutional crisis of 1993, and approved in a nationwide referendum. In the 2007 and 2011 Russian legislative elections a full party-list proportional representation with 7% electoral threshold system was used, but this was subsequently repealed. The State Duma of the Federal Assembly of the Russian Federation of the 8th convocation (russian: Государственная Дума Федерального Собрания Российской Федерации восьмого созыва) is the current convocation of the lower house of Russian parliament. The composition of the 8th State Duma was determined based on the results of the 2021 legislative election. Elections were held using a mixed system: 225 deputies were elected on party lists and 225 — in single-member constituencies. Of the 14 parties that participated in the elections, only 5 were able to overcome the 5% barrier. And for the first time since 1999, more than four parties were able to form their own factions. Trans–Baikal Railway
The Trans-Baikal Railway (Забайкальская железная дорога) is a subsidiary of the Russian Railways headquartered in Chita and serving Zabaykalsky Krai and Amur Oblast. The mainline was built between 1895 and 1905 as part of the Trans-Siberian Railway. It bordered the Circum-Baikal Railway on the west and the Chinese Eastern Railway on the east. The railway bore the name of Vyacheslav Molotov between 1936 and 1943. The Amur Railway became part of the network in 1959.
