Alberto Carvalho
Alberto M. Carvalho MedM (born 1965) is a Portuguese-American educator and the superintendent of Los Angeles Unified School District. He previously served as superintendent of Miami-Dade County Public Schools (M-DCPS), the fourth-largest school district in the United States, with over 346,000 students and 52,000 employees. He was appointed superintendent in September 2008. In February 2014, the American Association of School Administrators (AASA) named Carvalho the 2014 National Superintendent of the Year. On February 28, 2018, New York City Mayor Bill de Blasio named Carvalho as the city's next Department of Education Chancellor, but he refused the offer the following day. Austin Michael Beutner (born April 8, 1960) is an American businessman who served as Los Angeles Unified School District Superintendent from May 1, 2018 to June 30, 2021. He previously served as the first deputy mayor of Los Angeles from 2010 through 2013, and briefly ran in the 2013 Los Angeles mayoral election. Zero-based budgeting (ZBB) is a budgeting method that requires all expenses to be justified and approved in each new budget period. It was developed by Peter Pyhrr in the 1970s. This budgeting method analyzes an organization's needs and costs by starting from a "zero base" (meaning no funding allocation) at the beginning of every period. The intended outcome is to assess the efficient use of resources by determining if services can be provided at a lower cost.
