Togiola Talalelei A. Tulafono (born February 28, 1947) is an American Samoan politician and lawyer who served as the 6th Governor of American Samoa. He is a member of the Democratic Party. He had previously served as lieutenant governor, taking this position on January 3, 1997. Tulafono was lieutenant governor when, on March 26, 2003, Governor Tauese Pita Fiti Sunia died. He then became acting governor and officially became governor on April 7, 2003. He was elected to a full 4-year term in the November 2004 gubernatorial elections and was re-elected in the November 2008 gubernatorial election. Tulafono did not run for governor in 2012 as he was term-limited and could not seek a third consecutive term. Sialega Malaetasi Mauga Togafau (June 4, 1946 - March 9, 2007) was an American Samoan politician, judge, and lawyer. He was a member of the American Samoa House of Representatives, American Samoa's first Administrative Law Judge, and ultimately Attorney General. Biography Togafau was born on June 4, 1946, to Femalua'i Palepoi Mauga Sialo'i. His grandparents Posiulai Mamea of the Maluia family in Nuuuli and Togafau Sefulu Aumoeualogo of Amouli raised him in Nu'uuli, American Samoa. Given the name Steve Mauga at birth, Malaetasi was the third of 11 children born to Femalua'i. Afoafouvale Leulumoegafou Suesue Lutu (born February 24, 1947) is an American Samoan politician and attorney. Lutu has served as the former attorney general of American Samoa in two different administrations. He is also a former senator from the district of Maopūtasi, serving the villages of Fagatogo, Utulei and Fagaalu. He is the current holder of the high chief title, ''Afoafouvale''. The American Samoa Power Authority (ASPA) is a government-run public utility company providing electricity, water, wasterwater, and waste disposal services within American Samoa. History Governor Peter T. Coleman issued an emergency executive order on October 1, 1981, which established the American Samoa Power Authority (ASPA). The 1970s and 1980s experienced frequent power outages. Supply failed to meet demand. Appeals to Washington, DC resulted in an appropriation of $1.5 million. Governor Coleman and Congressman Fofó Iosefa Fiti Sunia appealed to congressional committees for an emergency appropriation. In 1982, Congress approved $2 million out of the $8 requested.
