Adán Amezcua Contreras
Adán Amezcua Contreras (born ), along with his brothers Jesus Amezcua Contreras, Jesús and Luis Amezcua Contreras, Luis, was a leader of the Colima Cartel, a Mexico, Mexican methamphetamine and precursor drug trafficking, drug smuggling organization. Arrest On November 10, 1997, Adán Amezcua was arrested in his hometown of Colima City, Colima, Colima, Col., Mexico, on weapons charges. Two years later in March 1999, Adán Amezcua was arrested on money laundering charges; the charges were however dropped 2 months later and he was released. Kingpin Act sanction On October 2, 2008, the United States Department of the Treasury sanctioned Amezcua Contreras under the Foreign Narcotics Kingpin Designation Act (sometimes referred to simply as the "Kingpin Act"), for his involvement in drug trafficking along with nine other international criminals and six entities. Foreign Narcotics Kingpin Designation Act
The Foreign Narcotics Kingpin Designation Act, better known as the Kingpin Act, is landmark Federal government of the United States, federal legislation in the United States intended to address Illegal drug trade, international narcotics trafficking by imposing United States sanctions on foreign persons and entities involved in the drug trade. The Act allows the President of the United States and United States Secretary of the Treasury to publicly identify "significant foreign narcotics traffickers" and to freeze their assets. The Act also prohibits any "United States person" from conducting business with any designated foreign narcotics traffickers, and provides for both civil penalties and criminal prosecution for violations.
