In broadcasting, a dark television station or silent radio station is one that has gone off the air for an indefinite period of time. Usually unlike dead air (broadcasting only silence), a station that is dark or silent does not even transmit a carrier signal. U.S. law Transmitter operations According to the U.S. Federal Communications Commission (FCC), a radio or television station is considered to have gone dark or silent if it is to be off the air for thirty days or longer. Prior to the Telecommunications Act of 1996, a "dark" station was required to surrender its broadcast license to the FCC, leaving it vulnerable to another party applying for it while its current owner was making efforts to get it back on the air. KXYZ (1320 AM) is a commercial radio station in Houston, Texas. It is owned by iHeartMedia, and features an all-news radio format aimed at the African American community, as an affiliate of the co-owned Black Information Network. In addition to carrying the national network, there are cut-ins for Houston-area news, traffic and weather. By day, KXYZ transmits with 8,400 watts. To protect other stations on 1320 AM from interference, it reduces power at night to 2,800 watts. It uses a directional antenna at all times. In the broadcasting industry, an owned-and-operated station (frequently abbreviated as an O&O) usually refers to a television or radio station owned by the network with which it is associated. This distinguishes such a station from an network affiliate, affiliate, which is independently owned and carries network programming by contract. The concept of an O&O is clearly defined in the United States and Canada (and to some extent, several other countries such as the United Kingdom, Australia, Brazil, Argentina and Japan), where network-owned stations had historically been the exception rather than the rule.
