21st Canadian Parliament
The 21st Canadian Parliament was in session from September 15, 1949, until June 13, 1953. The membership was set by the 1949 Canadian federal election, 1949 federal election on June 27, 1949, and it changed only somewhat due to resignations and by-elections until it was dissolved prior to the 1953 Canadian federal election, 1953 election. It was controlled by a Liberal Party of Canada, Liberal Party majority under Prime Minister of Canada, Prime Minister Louis St. Laurent and the 17th Canadian Ministry. The speaker of the House of Commons () is the presiding officer of the lower house of the Parliament of Canada. A member of Parliament (MP), a speaker is elected at the beginning of each new parliament by fellow MPs. The speaker's role in presiding over the House of Commons of Canada is similar to that of speakers elsewhere in other countries that use the Westminster system. The 40th speaker of the House of Commons is Francis Scarpaleggia, who assumed the role on May 26, 2025. Calgary West
Calgary West was a federal electoral district in Alberta, Canada, that was represented in the House of Commons of Canada from 1917 to 1953, and from 1979 to 2015. It was in the western part of the City of Calgary. The electoral district was originally created in 1914 from Calgary riding. It was abolished in 1952 with parts being transferred to Calgary North, Calgary South, Bow River and Red Deer ridings. It was re-created in 1976 from Calgary North, Calgary South, Calgary Centre, and Palliser ridings. It was abolished during the 2012 Canadian federal electoral redistribution into Calgary Signal Hill (58%), Calgary Rocky Ridge (25%), and Calgary Confederation (17%). Douglas Harkness
Douglas Scott Harkness (29 March 1903 – 2 May 1999) was a Canadian politician. Early life and military service He was born in Toronto, Ontario, and moved to Calgary, Alberta in 1929. He graduated from the University of Alberta, then farmed and taught school in the vicinity of Red Deer. He taught at Crescent Heights High School until 1939. He fought during the Second World War from 1940 to 1945, serving in the European theater of war. He was posted to Great Britain, Sicily, Italy and Northwest Europe. In 1943 was awarded the George Medal "in recognition of conspicuous gallantry in carrying out hazardous work in a very brave manner". Harkness was aboard a troopship when it was torpedoed transiting from Sicily to England. Harkness was awarded the medal for his organization of the abandonment of the ship. Calgary East is a federal electoral district in Alberta, Canada, that was represented in the House of Commons of Canada from 1917 to 1953, 1979 to 1988, 1997 to 2015, and since 2025. It was a lower income urban riding in Calgary, with a sizable visible minority population. Charles Edward Johnston (February 12, 1899 – December 1, 1971) was a teacher and a long serving Canadian politician. He served as a member of the House of Commons of Canada for the opposition federal Social Credit party from 1935 to 1958. Battle River was a federal electoral district in Alberta, Canada, that was represented in the House of Commons of Canada at various times from 1914 to 2005. This riding was created in 1914 from parts of Strathcona and Victoria ridings. It was abolished in 1952 when it was redistributed into Acadia, Battle River—Camrose, Red Deer and Vegreville ridings. Joseph Miville Dechene
Joseph Miville Dechene (October 22, 1879 – December 1, 1962) was a Canadian farmer and politician who served at all three levels of government. He served as a councillor of the town of Bonnyville from 1928 to 1934, as a Liberal MLA in the Legislative Assembly of Alberta from 1921 to 1926 and again from 1930 to 1935, and as a Liberal MP in the House of Commons of Canada from 1940 to 1958. Early life Dechene was born on October 22, 1879, in Chambord, Quebec. Provincial politics Dechene ran for a seat to the Alberta Legislature in the 1921 Alberta general election. Victor Quelch
Victor Quelch (13 December 1891 – 2 September 1975) was a farmer, soldier in the Canadian Army, and long-serving Canadian federal politician. Military service Born in Georgetown, British Guiana, Quelch was the son of British parents. He was educated at Fulneck School, West Yorkshire, before coming to Canada in 1909. Quelch served in the Canadian Expeditionary Force in World War I from 1914 to 1918. During his distinguished military career, he achieved the rank of Captain and was awarded the prestigious Military Cross for bravery. Political career Quelch first ran for public office in the 1935 Canadian federal election as a candidate from the Social Credit Party of Canada in the Acadia district in Alberta.
