2022 Libyan Presidential Election
The Libyan presidential election is scheduled to be held in June 2022. The presidential election had originally been planned for 10 December 2018, but was delayed due to Khalifa Haftar's Western Libya campaign. The election was thereafter scheduled to be held on 24 December 2021 but was postponed after the head of High National Election Commission (HNEC) ordered the dissolution of the electoral committees nationwide. Background 2017 In a surprise offensive on 3 March 2017, the Islamist-dominated Benghazi Defense Brigades seized a number of oil ports from the Libyan National Army-backed House of Representatives. Saif Al-Islam Gaddafi
Saif al-Islam Muammar al-Gaddafi ( ar, سيف الإسلام معمر القذافي; born 25 June 1972) is a Libyan political figure. He is the second son of the late Libyan leader Muammar Gaddafi and his second wife Safia Farkash. He was a part of his father's inner circle, performing public relations and diplomatic roles on his behalf. He publicly turned down his father's offer of the country's second highest post and held no official government position. According to United States Department of State officials in Tripoli, during his father's reign, he was the second most widely recognized person in Libya, being at times the ''de facto'' prime minister, and was mentioned as a possible successor, though he rejected this. Fayez Al-Sarraj
Fayez Mustafa al-Sarraj ( ar, فائز السراج or ; born 20 February 1960) is a Libyan politician who served as the Chairman of the Presidential Council of Libya and Head of Government of the Government of National Accord from 2016 to 2021, which was formed on 17 December 2015 under the Libyan Political Agreement. He has been a member of the Parliament of Tripoli. Biography Fayez Mustafa was born on 20 February 1960 in Tripoli. He comes from a wealthy family of Kouloughli descent which owned shops and vast amount of land. Al-Sarraj himself is said to be of Turkish origin. His father, Mostafa al-Sarraj was a minister during the Libyan Monarchy. Fayez al-Sarraj trained as an architect and during the Colonel Muammar Gaddafi era he was employed at the Housing Ministry. High National Elections Commission
The High National Election Commission is a body created in Libya for organising elections following the 2011 Libyan Civil War, starting in 2012. Creation The High National Election Commission (HNEC) was involved in organising the 2012 Libyan parliamentary election after the 2011 civil war that overthrew Muammar Gaddafi. The HNEC's chairman at the time was Nuri al-Abbar. The aim of the election was to replace the National Transitional Council created during the civil war by a representative General National Congress (GNC). General National Congress
The General National Congress or General National Council (GNC; ar, المؤتمر الوطني العام, Berber: Agraw Amuran Amatay) was the legislative authority of Libya for two years following the end of the First Libyan Civil War. It was elected by popular vote on 7 July 2012, and took power from the National Transitional Council on 8 August. Tasked primarily with transitioning Libya to a permanent democratic constitution, it was given an 18-month deadline to fulfil this goal. When the deadline passed with work on the new constitution only just getting underway, Congress was forced to organise elections to a new House of Representatives, which took power and replaced it on 4 August 2014. 2019–20 Western Libya Campaign
The Western Libya campaign was a military campaign initiated on 4 April 2019 by the Operation Flood of Dignity ( ar, عملية طوفان الكرامة) of the Libyan National Army, which represents the Libyan House of Representatives, to capture the western region of Libya and eventually the capital Tripoli held by the United Nations Security Council-recognised Government of National Accord. The Government of National Accord regained control over all of Tripoli in June 2020 and the LNA forces withdrew from the capital, after fourteen months of fighting. The offensive resulted in over 2,468 dead. Palermo Conference
The Palermo Conference was a two-day long conference which took place in Palermo, Italy on 12–13 November 2018 to discuss United Nations policy concerning Libya. Organized by Italian Prime Minister Giuseppe Conte, it was attended by delegations from 38 countries, including Russia, the United States, Egypt, Tunisia, Turkey, as well as representatives of many rival Libyan factions fighting for power in the country. Ghassan Salamé ( ar, غسان سلامة; born 1951) is a Paris-based Lebanese academic. He served as the Lebanese Minister of Culture from 2000 to 2003. He was the Dean of the Paris School of International Affairs (PSIA) and professor of International Relations at Sciences Po. Giuseppe Conte (; born 8 August 1964) is an Italian jurist, academic, and politician who served as prime minister of Italy from June 2018 to February 2021. He has been the president of the Five Star Movement (M5S) since August 2021. Conte spent the greater part of his career as a private law professor and was also a member of the Italian Bureau of Administrative Justice from 2013 to 2018. Libyan National Conference
The Libyan National Conference was a planned meeting in Ghadames for organising elections and other components of a peace process in Libya. The conference was prepared over 18 months during 2018 and 2019 and planned to take place 14–16 April 2019. It was postponed in early April 2019 as a result the attack on Tripoli by the Libyan National Army led by Khalifa Haftar. Preparation The Libyan National Conference was coordinated by Ghassan Salamé, head of the United Nations Support Mission in Libya (UNSMIL) over 18 months during 2018–2019. From April to July 2018, UNSMIL and the Centre for Humanitarian Dialogue organised 75 meetings in Libya and internationally with 7000 Libyans, three-quarters men and a quarter women.
