The National Coordinator for Security and Counterterrorism (Dutch ''Nationaal Coördinator Terrorismebestrijding en Veiligheid''), abbreviated as NCTV, is the principal Dutch counterterrorism agency. It was established in January 2005 as the ''Nationaal Coördinator Terrorismebestrijding'' (NCTb). The unit was enlarged and renamed in October 2012. The NCTV is under the responsibility of the Minister of Justice and Security, David van Weel, who succeeded Dilan Yeşilgöz in 2024. In charge of civil aviation and cybersecurity safety, it also analyses terrorism threats to determine the threat level (minimal, limited, substantial, or critical) in the Netherlands. Markus Gerardus Jozef "Mark" Harbers (born 19 April 1969) is a Dutch politician who served as Minister of Infrastructure and Water Management in the Fourth Rutte cabinet from 10 January 2022 to 2 July 2024. A member of the People's Party for Freedom and Democracy (VVD), he previously served State Secretary for Justice and Security in the Third Rutte cabinet from 26 October 2017 until 21 May 2019. Anneke "Ankie" Broekers-Knol (born 23 November 1946) is a Dutch politician and jurist who served as State Secretary for Justice and Security in the Third Rutte cabinet from 11 June 2019 until 10 January 2022. She is a member of the People's Party for Freedom and Democracy (VVD). She previously served as a member of the Senate from 2 October 2001 until 11 June 2019 and as President of the Senate from 2 July 2013 to 11 June 2019. Provincial elections were held in the Netherlands on 20 March 2019. Eligible voters elected the members of the Provincial States in the twelve provinces of the Netherlands. The elections were held on the same day as the 2019 Dutch water boards elections and, in the Caribbean Netherlands, island council elections. These elections also indirectly determine the composition of the Senate, since the members of the twelve provincial states, alongside electoral colleges elected in the Caribbean Netherlands on the same day, will elect the Senate's 75 members in the Senate election on 27 May, two months after the provincial elections. On the morning of 18 March 2019, four people were killed and six others were injured in a mass shooting on a tram in Utrecht, Netherlands. One of the injured died of his injuries ten days later.
