2018 California Proposition 71
2018 California Proposition 71, also known as Prop 71, was a California ballot proposition and proposed state constitution amendment to change the effective date of passed ballot measures from the day after the election to the fifth day after the Secretary of State certified the results. Stated goals of the measure was to ensure results were official before new measures were implemented. Opposers fearing a delay in urgent measures. Kevin Mullin supported the amendment. In California, a ballot proposition is a referendum or an initiative measure that is submitted to the electorate for a direct decision or direct vote (or plebiscite). If passed, it can alter one or more of the articles of the Constitution of California, one or more of the 29 California Codes, or another law in the California Statutes by clarifying current or adding statute(s) or removing current statute(s). Kevin Mullin (born June 15, 1970) is an American politician who is the U.S. representative-elect from California's 15th congressional district, having been first elected in 2022. A member of the Democratic Party, he has served as a member of the California State Assembly from the 22nd district, which encompasses most of the San Francisco Peninsula region, since 2012. Mullin is the son of Gene Mullin, who served three terms in the Assembly. California state elections in 2018 were held on Tuesday, November 6, 2018, with the primary elections being held on June 5, 2018. Voters elected one member to the United States Senate, 53 members to the United States House of Representatives, all eight state constitutional offices, all four members to the Board of Equalization, 20 members to the California State Senate, and all 80 members to the California State Assembly, among other elected offices. Pursuant to Proposition 14 passed in 2010, California uses a nonpartisan blanket primary.
