2009 Falkland Islands General Election
The Falkland Islands general election of 2009 was held on Thursday 5 November 2009 to elect members to the Legislative Assembly. It was the first general election in the Falkland Islands since the new constitution came into force on 1 January 2009, which replaced the old Legislative Council with the Legislative Assembly. Chief Executive Tim Thorogood acted as Returning Officer. Eight MLAs were elected through universal suffrage using block voting, five from the Stanley constituency and three from the Camp constituency. Each elector in Stanley could vote for five candidates, and in Camp each elector could vote for three candidates. In total 4,989 votes were cast in the election, relating to a turnout of 1,232 (77.7% of the electorate). As no political parties are active on the Islands, all the candidates stood as nonpartisans. Legislative Assembly Of The Falkland Islands
The Legislative Assembly of the Falkland Islands is the unicameral legislature of the British Overseas Territory of the Falkland Islands. The Legislative Assembly replaced the Legislative Council (which had existed since 1845) when the new Constitution of the Falklands came into force in 2009 and laid out the composition, powers and procedures of the islands' legislature. The Legislative Assembly consists of eight elected members, two ex officio members (the Chief Executive and the Director of Finance), and the Speaker. Although they take part in proceedings, the ex officio members do not have the right to vote in the Legislative Assembly. The Commander British Forces and the Attorney General also have the right to take part in the proceedings of the Legislative Assembly, though again they may not vote. Stanley (constituency)
Stanley is a constituency of the Legislative Assembly of the Falkland Islands which has been in existence since the first elections in the Falklands in 1949. Sharon Halford
Sharon Halford (born 27 November 1953) is a Falkland Islands politician who served as a Member of the Legislative Assembly for the Camp constituency from 2009 until 2013. Halford was also a Member of the Legislative Council from 1993–2001 for Stanley. In 2011 Halford and her husband represented the islands at the wedding of Prince William and Catherine Middleton. She also attended the Overseas Territories Joint Ministerial Council meeting in London in 2012 with Jan Cheek and in 2013 Halford took part in a campaign to promote the interests of the Falkland Islanders following the sovereignty referendum. This included representing the Falklands at the United Nations Special Committee on Decolonization in New York City and at the annual conference of the British Islands and Mediterranean Region of the Commonwealth Parliamentary Association. Roger Edwards (politician)
Roger Edwards (born 1946) is a former Royal Marine who has served as a Member of the Legislative Assembly for the Camp constituency since the 2009 general election, winning re-election in 2013 and 2017. He was previously a Member of the Legislative Council from 2001–2005 and is the father of former MLA Emma Edwards. Edwards joined the Royal Marines in 1963, but transferred to the Royal Navy's Fleet Air Arm in September 1965, before going on to the Britannia Royal Naval College during which time he trained to be a pilot at RAF Linton-on-Ouse. From 1973 to 1975, Edwards served on HMS ''Endurance'' while it patrolled Falklands territorial waters. He was attached to the Special Air Service in 1982 during the Falklands war. Camp is a constituency of the Legislative Assembly of the Falkland Islands which has been in existence since 1977. Janet Robertson
Janet Robertson (born 1965 in Río Gallegos, Santa Cruz Province) is an Argentine-born Falkland Islands politician who served as a Member of the Legislative Assembly for the Stanley constituency from 2005 until 2009. Robertson was elected as a Member of the Legislative Council, which was reconstituted into the Legislative Assembly with the implementation of the 2009 Constitution. Robertson was born in Argentina to Falkland Islander parents in 1965. Her mother, Ana Chiswell (British descent), was born in Buenos Aires and her father was born in the Falklands and had a sheep farm near Río Gallegos. Robertson has a brother, Pablo, born in Río Gallegos and, now, is a pilot of FIGAS. Andrea Patricia Clausen (born 1971) is a British-born Falkland Islands politician who served as a Member of the Legislative Assembly for the Stanley constituency from 2005 until 2009. Clausen was elected as a Member of the Legislative Council, which was reconstituted into the Legislative Assembly with the implementation of the 2009 Constitution. John Birmingham (politician)
John Birmingham (born 1953) is a British-born Falkland Islands politician who served as a Member of the Legislative Assembly for the Stanley constituency from a by-election in 2008 until the 2009 general election. Birmingham was elected as a Member of the Legislative Council, which was reconstituted into the Legislative Assembly with the implementation of the 2009 Constitution. He was previously a Member of the Legislative Council from 1994–2005. Birmingham was born in England and educated at Chichester College. At the age of seventeen, he joined the British Merchant Navy. Four years later he left the Navy and travelled to the Falklands to work on a Camp sheep farm. After touring mainland South America, he returned to the islands where he married Louise, and in 1988 the couple moved to Stanley. Mike Summers
Michael Victor Summers (born 1952) is a Falkland Islands politician who served as a Member of the Legislative Assembly for the Stanley constituency from 2011 to 2017. He was previously a Member of the Legislative Council from 1996–2009. Summers was born in Stanley and grew up in Port Howard. He moved to the UK at the age of eleven after winning a government scholarship to Shaftesbury Grammar School, a Dorset boarding school. He went on to read business studies at Middlesex University. After university, Summers worked for various construction and engineering companies all round the world, before returning to the Falklands in 1989 when he became General Manager of the Falkland Islands Development Corporation. Jan Cheek
Janet Lynda Cheek (née Biggs; born 1948) is a Falkland Islands politician who served as a Member of the Legislative Assembly for the Stanley constituency from 2009 to 2017. Cheek won re-election in 2013 but stepped down from the assembly at the 2017 election. She was previously a Member of the Legislative Council from 1997 to 2005. Jan Cheek was born in Stanley and spent much of her childhood in South Georgia. For her A-Levels she was awarded a government scholarship to a study at a grammar school in Dorset. Cheek worked as a Secondary School English teacher from 1969 until 1989. She then moved to Fortuna Ltd. where she rose to become co-owner and director until her retirement in 2008. Emma Edwards
Emma Jane Edwards (born 26 September 1971) is a British born, Falkland Islands teacher and politician, who served as a Member of the Legislative Assembly for the Stanley constituency from her election in 2009 until she resigned in 2011. She is the eldest daughter of another MLA, Roger Edwards. Edwards was born in Portsmouth, England to Norma (a Falkland Islander) and Roger Edwards. She first went to the Falklands at the age of two when her father was stationed aboard HMS ''Endurance''. Edwards was educated in Stanley, but in 1988 she moved to Winchester to undertake A-Levels and in 1995 she graduated from Queen's University Belfast with a degree in Geology. Glenn Ross (politician)
Glenn Ross (born 1964) is a Falkland Islands engineer and politician who served as a Member of the Legislative Assembly for the Stanley constituency from the 2009 general election until his resignation in 2011. In 1979 Ross became an apprentice electrician, he then went on to study at the University of Southampton and New College Durham, becoming a Chartered Engineer in 2006. He married Jan in 1985 with whom he has two daughters. In April 2011 Ross resigned from the Legislative Assembly in order to concentrate on his work at the islands' power station.
