1997 Falkland Islands General Election
The Falkland Islands general election of 1997 was held on Thursday 9 October 1997 to elect members to the Legislative Council. Eight Councillors were elected through universal suffrage using block voting, five from the Stanley constituency and three from the Camp constituency. It was the first election to take place after a constitutional amendment came into force, which redistributed the representation in the constituencies, giving an additional seat to Stanley and removing one from Camp. The amendment also modified voter eligibility. Results Candidates in bold were elected. Candidates in ''italic'' were incumbents. Legislative Council Of The Falkland Islands
The Legislative Council of the Falkland Islands (sometimes referred to as LEGCO) was the unicameral legislature of the Falkland Islands from 13 November 1845 until 1 January 2009. The new constitution came into force in 2009 and replaced the Legislative Council with the Legislative Assembly of the Falkland Islands. History Immediately following the United Kingdom's re-establishment of rule over the Falklands in 1833, the islands were under military law by Naval Administrators appointed by the Admiralty. In the early 1840s, colonists from the UK began to settle on the islands which led Lord Stanley, Secretary of State for the Colonies, to seek authorisation from Parliament to establish a legislative power on the Falklands. On 13 November 1845 Richard Moody, the first Governor of the Falkland Islands, formally inaugurated the Legislative Council in the newly founded town of Stanley. John Birmingham (politician)
John Birmingham (born 1953) is a British-born Falkland Islands politician who served as a Member of the Legislative Assembly for the Stanley constituency from a by-election in 2008 until the 2009 general election. Birmingham was elected as a Member of the Legislative Council, which was reconstituted into the Legislative Assembly with the implementation of the 2009 Constitution. He was previously a Member of the Legislative Council from 1994–2005. Birmingham was born in England and educated at Chichester College. At the age of seventeen, he joined the British Merchant Navy. Four years later he left the Navy and travelled to the Falklands to work on a Camp sheep farm. After touring mainland South America, he returned to the islands where he married Louise, and in 1988 the couple moved to Stanley. Non-partisan Elections
Nonpartisanism is a lack of affiliation with, and a lack of bias towards, a political party. Elections In The Falkland Islands
The politics of the Falkland Islands takes place in a framework of a constitutional monarchy and parliamentary representative democratic dependency as set out by the constitution, whereby the Governor exercises the duties of head of state in the absence of the monarch and the Chief Executive is the head of the Civil Service, with an elected Legislative Assembly to propose new laws, national policy, approve finance and hold the executive to account. The islands, an archipelago in the southern Atlantic Ocean, are a self-governing British overseas territory. Richard Stevens (Falkland Islands Politician)
Richard James Stevens (born 1955) is a British-born Falkland Islands teacher and politician who served as a Member of the Legislative Assembly for the Camp constituency from 2005 until 2009. Stevens was elected as a Member of the Legislative Council, which was reconstitution into the Legislative Assembly with the implementation of the 2009 Constitution. Stevens was born in Devon and grew up in Kent before moving to the Falkland Islands in 1977 to work as a teacher. In 1984 he married Toni with whom he bought a farm in San Carlos. Norma Edwards
Norma Edwards OBE is a Falkland Islands politician. She served for two decades on the Falkland Islands Legislative Council and has been described as a "noted hard-liner" in opposition to Argentine control of the islands. Edwards is a native Falkland Islander, the fourth generation born on the islands. She pursued her early schooling there before leaving for the United Kingdom, where she trained as a nurse. She lived for a time in Portsmouth, England, where her daughters Emma and Rebecca were born, before returning to the Falklands with her family after the 1982 war. She was first elected to the Falkland Islands Legislative Council to represent Stanley in 1985, the first election after the islands' 1985 constitution came into force. She resigned from that post in 1987, and in 1989 she returned to the council as a representative of the Camp constituency, a position she held until her retirement in 2005. Richard Cockwell
John Richard Cockwell (born 1939) is a British-born Falkland Islands politician who served as a Member of the Legislative Council for the Camp constituency from 1997 until 2001, and then as a member for the Stanley constituency from 2001 until 2009. Cockwell grew up in Hampshire and attended Stanbridge Earls. He briefly worked as a shepherd on Salisbury Plain before moving to Australia. He moved to the Falkland Islands in 1964 to work at Packe Brothers and Co limited in Fox Bay, becoming the company's Manager in 1967. He was elected to the Legislative Council at the 1997 general election for the Camp constituency and re-elected four years later as a member for Stanley. Bill Luxton
William Robert Luxton (born 1940) is a Falkland Islander farmer and politician who served as a Member of the Legislative Assembly for the Camp constituency from the 2009 general election until his resignation in 2011. Luxton was also a Member of the Legislative Council from 1989 to 2001, and served on the Executive Council of the Falkland Islands in the 1980s. Luxton was born in the Falkland Islands and educated in the United Kingdom before moving back to the islands to manage his family's farm at Chartres. In 1982 Argentina invaded and occupied the Falklands for 74 days during which time Luxton was identified by the Argentine military junta as a potential troublemaker. Along with his wife, Patricia, and their children, Luxton was deported to the UK where he became notable for giving numerous interviews about his experiences with the Argentine military. Camp (constituency)
Camp is a constituency of the Legislative Assembly of the Falkland Islands which has been in existence since 1977. The constituency of Camp consists of all parts of the territory which lie more than 3.5 miles from the spire of Christ Church Cathedral, Stanley.Section 6Electoral Ordinance 1988 (Ordinance No. 21 of 1988) read with thElections (Boundaries of Constituencies) Regulations 1989 (S.R. & O. Sharon Halford
Sharon Halford (born 27 November 1953) is a Falkland Islands politician who served as a Member of the Legislative Assembly for the Camp constituency from 2009 until 2013. Halford was also a Member of the Legislative Council from 1993–2001 for Stanley. In 2011 Halford and her husband represented the islands at the wedding of Prince William and Catherine Middleton. She also attended the Overseas Territories Joint Ministerial Council meeting in London in 2012 with Jan Cheek and in 2013 Halford took part in a campaign to promote the interests of the Falkland Islanders following the sovereignty referendum. This included representing the Falklands at the United Nations Special Committee on Decolonization in New York City and at the annual conference of the British Islands and Mediterranean Region of the Commonwealth Parliamentary Association.
