1994 Basque Parliamentary Election
The 1994 Basque regional election was held on Sunday, 23 October 1994, to elect the 5th Parliament of the Basque Autonomous Community. All 75 seats in the Parliament were up for election. The Basque Nationalist Party (EAJ/PNV) won 22 seats, the Socialist Party of the Basque Country (PSE–PSOE) came second with 12 seats, People's Unity (HB) and the People's Party (PP) both won 11 seats each. Basque Solidarity (EA) won 8 seats. This was also the first election to the Basque parliament that the Socialist Party and the Basque Country Left (EE) party contested together as a unified party. The Basque Parliament (Basque language, Basque: ''Eusko Legebiltzarra'', Spanish language, Spanish: ''Parlamento Vasco'') is the legislative body of the Basque Country (autonomous community), Basque Autonomous Community of Spain and the elected assembly to which the Basque Government is responsible. Álava ( eu, Araba) is one of the three constituencies ( es, link=no, circunscripciones) represented in the Basque Parliament, the regional legislature of the Basque Country (autonomous community), Basque Autonomous Community. Devolution
Devolution is the statutory delegation of powers from the central government of a sovereign state to govern at a subnational level, such as a regional or local level. It is a form of administrative decentralization. Devolved territories have the power to make legislation relevant to the area, thus granting them a higher level of autonomy. Devolution differs from federalism in that the devolved powers of the subnational authority may be temporary and are reversible, ultimately residing with the central government. Eusko Alkartasuna (; en, Basque Solidarity; es, Solidaridad Vasca; french: Solidarité basque) is a Basque nationalist and social-democratic political party operating in Spain and France. The People's Party ( es, Partido Popular ; known mostly by its acronym, PP ) is a conservative and Christian-democratic political party in Spain. The People's Party was a 1989 re-foundation of People's Alliance (AP), a party led by former minister of the dictatorship Manuel Fraga and founded back in 1976 as alliance of post-Francoist proto-parties.
